3 girls dance rhythmically across the street, right or wrong?

Recently, a clip of three girls rhythmically dancing across the street caused a storm on social networks. Specifically, these three girls have very steady, eye-catching dances on the pedestrian path while other vehicles are stopped at red lights. According to information, the clip was recorded at the intersection of Dong Khoi – Mac Thi Buoi (District 1, Ho Chi Minh City).

The three girls dancing rhythmically across the road is a dangerous behavior for themselves and other road users.

This behavior obstructs traffic, disrupts social order and safety and violates the law. Although this behavior does not cause an accident, it is not allowed by law.

Pursuant to Clause 2, Article 35 of the 2008 Road Traffic Law, the following acts are prohibited on the road:

– Going to markets, buying and selling goods on the road;

– Illegally gathering people on the road;

– Letting animals roam freely on the road;

– Drying rice, straw, agricultural products or leaving other objects on the road;

– Placing advertising signs on road land;

– Installing signs, billboards or other devices that reduce attention, confuse the sign’s content or obstruct traffic participants;

– Obstructing signs and traffic lights;

– Using roller skates, roller skates, or similar devices on the driveway;

– Other acts that obstruct traffic.

In addition, Article 7, Clause 1, Point a, Decree 144/2021 stipulates a warning or fine from 300,000 VND to 500,000 VND for acts of causing public disorder in art performance places or places where other activities are held. Cultural, sports, commercial activities, headquarters of agencies, organizations, residential areas or in other public places, except for the cases specified in Point a, Clause 2, Point b, Clause 5 of this Article.
