On April 25, 2024, the Provincial People’s Committee issued Plan No. 1425/KH-UBND to implement solutions to prevent and combat heat, drought, and water shortage according to the direction of the Prime Minister in Directive No. 11 /CT-TTg on April 1, 2024 in the province.

According to the Document: Recently, drought and water shortage have occurred in the province. Up to now, the production area suffering from drought and lack of water potentially affecting productivity is about 73.3 hectares; Of which, Kon Tum city has 19 hectares of rice; Dak Ha district is 54.3 hectares (including 2.9 hectares of rice and 51.4 hectares of coffee due to drought, lack of water for irrigation in phase 4 and phase 5). Domestic water supply projects have experienced drought in about: 117 wells, corresponding to about 116 households and 01 elementary school lacking water.

According to monitoring data as of April 19, 2024, the water level of irrigation lakes is very low compared to normal water levels, specifically: Dak Uy Lake’s capacity is about 13.34%; Dak Yen Lake’s capacity is about 19.65%; Ia Bang Thuong Lake’s capacity is about 5.32%; Small reservoirs only have dead capacity remaining (in addition to the capacity calculated for irrigation design): Ca Tien Lake, Lake 6A, 6B, Lake C2, C3, C4, Lake C19…

The supply of water for irrigation of rice crops has now ended for the season (does not affect the supply of water for irrigation of rice crops). For industrial crops that need to be irrigated, according to the same period, the areas of industrial crops that need to be irrigated are only irrigated until the 4th phase. However, up to now, the 4th phase of irrigation has been completed but the weather is still hot for a long time and has not appeared yet. rain, so industrial crop areas will have to continue to be irrigated in rounds 5 and 6. With the remaining water in some small reservoirs, it is likely that there will not be enough water to irrigate crop areas (especially coffee trees). coffee) if the hot weather continues.

Hot weather has appeared since February until now. There have been 4 heat waves in the province with the highest temperature reaching from 35.5 – 37.40; The amount of flow on rivers and streams is very low compared to the average of many years, especially the flow on the Dak Bla River section flowing through Kon Ray district and Kon Tum city is 45 – 65% lower, on the Dak To Kan river and Po river. Do not reach lower than 5 – 15%.

To proactively respond to possible droughts and water shortages, ensuring enough water to serve the people’s water needs for daily life and agricultural production; The Provincial People’s Committee directs the People’s Committees of districts, cities, commune-level People’s Committees, and relevant units to focus on implementing drought-fighting solutions, specifically:

Review and specifically zone areas that have been and are at risk of drought and water shortage; Strictly manage main water intakes and irrigation works; Implement rotational irrigation, water-saving irrigation, immediately fix leaks and water loss; Strengthen timely management and regulation of water sources; Construction and installation of advanced irrigation systems, saving water for upland crops (vegetables, flowers, fruits, industrial crops…) especially in areas where drought and water shortage often occur.

Strengthen the implementation of information, propaganda, guidance and mobilization of people to implement measures to store water, treat water in case there is no clean water and use clean water economically, safely and effectively. ; Inspect and identify areas at risk of water shortages to implement solutions to ensure water supply for the people, preventing people from lacking water for daily use.

Review and identify areas at risk of lack of domestic water, evaluate the capacity of water sources for domestic use (including backup sources) to proactively organize solutions to ensure domestic water supply; Carry out work to overcome drought, water shortage, according to motto 4 on the spot; Mobilize equipment to serve water supply, storage and water treatment for affected households.

Request the People’s Committees of districts, cities and relevant units to proactively use local and unit resources to implement urgent solutions to prevent, combat and overcome the consequences of drought and water shortage in the area. table./.
