The project to upgrade and expand Provincial Road 334 in Van Don district was approved and constructed in May 2021 with the purpose of creating motivation for economic development.

The project with a total length of 9.5km from Ha Long commune to Van Yen commune, Van Don district is invested by the Transport Construction Investment Project Management Board of Quang Ninh province with a total cost of VND 1,496 billion. , of which about 750 billion is for construction, the rest is for site clearance costs. The construction unit is 484 Joint Stock Company, a partnership of 2 subcontractors.

Project to upgrade provincial road 334 from 2 lanes to 6 lanes, design speed 50km/h with lighting system, trees, sidewalks, expected to be completed in mid-2023.

However, up to now the project is still “stagnant” due to problems with site clearance for hundreds of households on both sides of the route.

Talking to VietNamNet, Mr. Nguyen Van Trung (Commander of 484 Joint Stock Company) admitted that the project is behind schedule because local site clearance work is too slow.

According to Mr. Nguyen Van Trung, the 9.5km long project has 3 sections that had to be temporarily suspended due to lack of land, especially the 2.5km section at the beginning of the route in Ha Long commune that has not been done yet because of site clearance work. unrealized degree. 484 Joint Stock Company and two joint venture contractors have completed 60% of the work, the remaining work is on hold.

Any delay in progress causes damage to the construction unit that day because the project contract is a package deal, so material prices cannot be adjusted.

“We hope the local government will speed up site clearance work to soon complete the project. Currently, human resources, materials and machinery are always ready to construct as soon as possible, which will save money.” Saves a lot of costs for contractors. The price of materials has now increased by 35% compared to the time of bidding 3 years ago,” Mr. Trung said.

According to the representative of Van Don district’s leaders, the site clearance work cost a lot of money because initially the survey only had agricultural land, but when going into site clearance, it was discovered that a lot of land had Certificates of land use rights. The issuance of land use rights certificates in the site clearance area was done a long time ago.

The entire project must clear land for 450 households, of which the first section of the route in Ha Long commune is entangled with nearly 200 households.

The application for additional capital for site clearance is related to authority. Previously, the project had a total cost of 1,496 billion VND, under the authority of group B and Quang Ninh province will decide. However, after adding funding for site clearance, the capital amounted to more than 1,500 billion, under the authority of group A decided by the Ministry of Transport.

“The project increases capital due to site clearance, not construction, so it must be reported to the Ministry of Transport to authorize Quang Ninh province for approval. This year or early next year, the local government will try to complete the procedures. Please grant capital to complete the project,” Van Don district leader said.
