On the morning of April 25, Standing Vice Chairman of Hai Duong Provincial People’s Committee Luu Van Ban chaired the April (6th) Provincial People’s Committee meeting to discuss and resolve the contents and reports submitted by the Departments of Labor and Trade. Military and Society, Planning and Investment, Industry and Trade, Construction; The Provincial Military Command, Provincial People’s Committee Office and Hai Duong City People’s Committee reported.

The People’s Committee of Hai Duong province basically agreed with the proposal of the Department of Planning and Investment and the People’s Committee of Hai Duong City on implementing the Ngo Quyen high-rise mixed-use housing project, the city center urban area – Area 2. Dong Even the Standing Vice Chairman of the Provincial People’s Committee requested the Department of Planning and Investment, Hai Duong City to prepare an independent report for these two projects. It clarifies the content to implement the project and will assign Hai Duong City to implement phase 1, which is site clearance and investment in a number of items and works. Phase 1 investment resources come from the city budget.

Regarding problems related to land handover for high-rise mixed-use housing projects, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People’s Committee, assigned the Department of Natural Resources and Environment and Hai Duong City People’s Committee to coordinate and propose appropriate treatment plan.

According to the Department of Planning and Investment, the Ngo Quyen high-rise mixed-use housing area in Thanh Binh ward (Hai Duong city) was approved by the Provincial Party Committee’s Standing Committee on planning plans in Notice No. 145-TB/TU dated March 20, 2021 and the planning has been approved by the Provincial People’s Committee in Decision No. 1348/QD-UBND dated May 7, 2021. In which, the planned land area is 19,421 m22 to build a 32-storey mixed-use building (excluding the basement) with the functions of housing combined with commercial, office and public service floors; Low-rise housing area with 25 adjacent plots of land. In addition, this area will build a cultural house to serve the needs of people in residential area No. 9 (Thanh Binh ward). The Department of Planning and Investment and the People’s Committee of Hai Duong City agreed and advised on the investment form of auctioning land use rights to select investors. The City People’s Committee will build a cultural house in area 9 and clear the site for a mixed housing project.

Hai Duong City Central Urban Area – Area 2 (Diamond Land) has been approved for planning by the People’s Committee of Hai Duong Province in Decision No. 1982/QD-UBND dated June 19, 2018, approved by the People’s Committee of Hai Duong City Adjusted planning in Decision No. 2943/QD-UBND dated September 7, 2023. This area is planned as a commercial and service area with a building height of 9-15 floors and residential land including apartments, social housing combined with green space and water surface… Hai Duong City proposed Propose the construction of internal roads, related technical infrastructure systems, and carry out site clearance as a basis for auctioning land use rights and selecting investors to implement the project.
