According to initial investigation results, since 2019, Mr. Trung took advantage of his position as Deputy Director and Director of Long Xuyen City Land Fund Development Center to create false documents to incorrectly grant five plots of land to five households. .
These households are Nguyen Van Cuong (living in Tien Giang province), Nguyen Van Tiep, Nguyen Van Nup, Nguyen Tan Tai and Tran Thi Hong Hoa (living in An Giang province).

After issuing the certificate, Mr. Trung sold two plots of land in the names of Cuong and Tiep to Le Van Phong (residing in Long Xuyen City) for 7.2 billion VND. Phong then sold both plots of land to others for 11.5 billion VND
