Currently, there are no tourist routes to serve tourists sightseeing at night (except for the operation of restaurant ships traveling on the route from Ha Long International Passenger Port to Tuan Chau Port and from the International Passenger Port). Ha Long to Nam Cau Trang port).

In addition, a large number of cruise ships are mobilized to participate in Carnaval Ha Long 2024; The number of passengers when allowed to travel on the train will be large; The ship’s operating and anchoring area is a natural water area; The activities of cruise ships at night, extreme weather conditions, and many unusual developments. Therefore, the work of ensuring safety for guests when traveling on cruise ships is limited and not guaranteed.

On the other hand, when the cruise ship picks up tourists to watch the Ha Long 2024 Carnaval Program from the sea, the ship’s operating time is from 6:00 p.m. to 11:00 p.m. or 11:00 p.m., tourists on the ship will organize meals and drink wine and beer. And when fireworks are held, tourists will go to the ship’s rooftop to watch the fireworks display. They may stand on one side, causing the vehicle to tilt, posing a high safety risk.

From the above reasons, in order to ensure absolute safety for people and vehicles, the Department of Transport requests that the People’s Committee of Ha Long City not consider allowing cruise ships to participate in parades at sea. is allowed to welcome tourists to watch the Ha Long 2024 Carnaval Program from the sea.

It is recommended that the People’s Committee of Ha Long City take strict management measures for vehicles transporting people from shore to mobilized tourist boats and other vehicles anchored in the sea area to watch the Ha Long Carnaval Program. 2024.

The Department of Transport of Quang Ninh province assigned the Quang Ninh Inland Waterway Port Authority to preside over and coordinate with the Department Inspectorate to propagate and thoroughly inform cruise ship owners and captains about implementation, and at the same time strictly control whether for tourists to board cruise ships mobilized to participate in sea parades serving the Ha Long 2024 Carnaval Program before leaving the port or wharf; proactively coordinate with functional forces to take measures to ensure the safety of cruise ships.

Previously, the People’s Committee of Ha Long City sent an official dispatch requesting the Department of Transport of Quang Ninh province to allow 200 cruise ships participating in the parade at sea to welcome tourists to watch Ha Long Carnaval 2024 from the sea in the evening. April 28, 2024.
