On the morning of April 25, the People’s Court of Ba Ria – Vung Tau province brought defendant Nguyen Duc Hieu (born in 1967), former head of professional department 3 – Inspectorate of Ba Ria – Vung Tau province – to trial for “irresponsibility causing serious consequences”.
The jury sentenced this former department head to 1 year and 3 months in prison from the date of execution.
The case that defendant Hieu is involved in occurred nearly 15 years ago and has gone through many trials.
Specifically, in 2010, Nguyen Van Dong was paid land value compensation and resettlement land by the Vung Tau City People’s Committee with a total value of nearly 3.5 billion VND.
In 2012, the authorities discovered that the documents to receive compensation for money and land were incorrect and corrected them. The truth is that Nguyen Van Dong is not eligible for land compensation and resettlement land because the land is nearly 250m wide.2 that Dong was compensated for was due to occupation.
The fact that Nguyen Van Dong appropriated compensation money and was given resettlement land stemmed from the irresponsible actions of former inspection department head Nguyen Duc Hieu.
Specifically, initially when Vung Tau City People’s Committee discovered there were irregularities in Nguyen Van Dong’s compensation records, they temporarily stopped paying money and granting land for re-verification. At this time, Dong complained to the provincial level.

At that time, Nguyen Duc Hieu was the head of professional department 3 – Inspectorate of Ba Ria – Vung Tau province and was assigned the task of verifying and resolving defendant Dong’s complaint. However, defendant Hieu did not fulfill his responsibilities and advised his superiors that Nguyen Van Dong was eligible for land compensation and resettlement land.
From Hieu’s advice, the People’s Committee of Ba Ria – Vung Tau province decided to accept Dong’s complaint and the People’s Committee of Vung Tau city paid compensation and arranged resettlement land as mentioned above.
In this case, in October 2022, the People’s Court of Ba Ria – Vung Tau province sentenced Nguyen Van Dong to 12 years in prison for fraudulent appropriation of property.
A subordinate of former head of inspection department Nguyen Duc Hieu, Nguyen Le Khanh Duy (professional department specialist 3), received 1 year in prison. But at the appeal hearing, Duy was given a suspended sentence, while Dong upheld the first instance sentence.
The former head of the inspection department had “limited cognition” when committing the crime?
Former department head Nguyen Duc Hieu was also prosecuted and investigated. But Hieu was concluded by the Bien Hoa Central Institute of Forensic Psychiatry that “at the time of committing the crime, the defendant had limited ability to perceive and control behavior”, and later he “lost the ability to perceive and control behavior”. Because”.
Therefore, the People’s Procuracy of Ba Ria – Vung Tau province decided to apply mandatory medical treatment to Nguyen Duc Hieu. Hieu’s “irresponsible behavior causing serious consequences” was separated by the investigation agency into another case.
By October 2023, after defendant Hieu recovered from his illness, the investigation agency restored the investigation against Nguyen Duc Hieu.
