On April 30, 1975, the resistance war against the US to save the country by our army and people ended successfully, eliminating the new colonial regime of US imperialism, regaining complete freedom and unity for the Fatherland. The two rivers yield one term, but in the two regions there still exist two states. In the North, the National Assembly is the highest power body of the Democratic Republic of Vietnam; Governments at all levels have People’s Councils and Administrative Committees. In the South, there is the Provisional Revolutionary Government of the Republic of South Vietnam and the Government Advisory Council, the Central Committee of the Vietnam National Front, Democracy and Peace, and the local revolutionary People’s Committee.

After the success of the Political Consultation Conference, on January 3, 1976, the Politburo issued Directive No. 228-CT/TW requiring party committees at all levels to attach great importance to the leadership of the General Election throughout the year. countries on the same day, according to truly democratic principles: universal, equal, direct and secret voting. In a jubilant atmosphere, on April 25, 1976, over 23 million voters enthusiastically performed their civic duty, electing worthy representatives to the highest state authority of independent Vietnam. , unified.

The election of the 6th National Assembly was conducted quickly and neatly with the voter turnout rate nationwide reaching 98.77%. Voters selected and elected all 492 delegates in the first round, with no need for re-election or additional elections.

During this period, 3 provinces: Yen Bai, Nghia Lo, Lao Cai were merged into Hoang Lien Son province. Among the 492 National Assembly deputies (NA) term VI, Hoang Lien Son province has 4 delegates including Ms. Hoang Thi Khuoc and Mr. Nguyen Ngoc Ho, Ban Van Quan, Hoang Quoc Thinh. Inheriting and promoting the traditions of previous National Assembly sessions, the delegates of Hoang Lien Son province have shown a sense of responsibility to voters and the people; contribute wisdom and responsibility in deciding on guidelines and policies of the unified State of Vietnam; leadership structure of agencies in the state apparatus when there is no new constitution, electing the highest leadership positions of the Government and State, forming agencies in the state apparatus to operate common work of the country.

Continuing its journey, the 15th National Assembly is currently continuing to promote its role as the highest representative body of the people and the highest state authority of the Socialist Republic of Vietnam. Yen Bai province’s XV National Assembly delegation includes: Mr. Do Duc Duy – Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Mr. Nguyen Quoc Luan – Deputy Head of the Provincial National Assembly Delegation; Ms. Pham Thi Thanh Tra – Minister of Home Affairs; Mr. Nguyen Thanh Trung – Full-time member of the National Assembly’s Finance and Budget Committee; Ms. Khang Thi Mao – Vice Chairwoman of the Fatherland Front Committee of Mu Cang Chai district; Ms. Trieu Thi Huyen – Yen Bai Provincial Youth Union official.

Right from the beginning of their term, the XV delegates have devoted themselves to the important responsibilities entrusted to them by voters and the people; Actively deploy activities in the face of many new difficulties arising due to the Covid-19 epidemic; make efforts with the innovation process in the activities of the National Assembly. In 2023, the Provincial National Assembly Delegation has well organized voter meetings before and after meetings at 11 locations with the participation of nearly 3,000 voters in 48 communes, wards and towns; Organize thematic voter contact with 200 voters representing officers and soldiers of the armed forces.

In particular, for the first time, the Provincial Party Standing Committee coordinated with the Provincial National Assembly Delegation to organize a thematic voter contact conference, combining dialogue with workers, officials, and laborers in face-to-face and online forms. from the central bridge point of the province to 8 bridge points of 8 districts and towns with more than 700 delegates representing officials, workers, civil servants and laborers in the entire province attending.

In 2023, the 5th and 6th Sessions of the National Assembly will take place. Delegates of Yen Bai province have raised their responsibility, actively participating in reports of the Government, reports of agencies of the National Assembly, law projects, resolutions and decisions on personnel work. State leaders… A total of 43 comments from delegates in the Delegation spoke and discussed in groups and in the hall. Right in the 5th (Extraordinary) Session in early 2024, Head of the National Assembly Delegation Do Duc Duy discussed in the group specific mechanisms and policies to implement the national target program.

Deputy Head of the delegation Nguyen Quoc Luan proposed creating flexibility and initiative for localities in balancing and using resources to serve local socio-economic development tasks.
