The Department of Natural Resources and Environment established a project management team, but the participating members did not have professional expertise suitable for the work undertaken and paid concurrent allowances of more than 154 million VND.

For arising bidding packages, the Department of Natural Resources and Environment approves the contractor appointment plan before receiving written approval from the competent authority, and approves the construction contractor appointment results before approving the development estimate. born.

Through checking and comparing the imported goods declaration with the contract between the Department of Natural Resources and Environment and the International Progress Joint Stock Company (AIC Company) for 25/70 pieces of equipment, the difference in amount is more than 5.7 billion VND.

AIC Company also provided and installed a number of equipment that did not comply with the financial proposal and contract documents; unknown label and origin; Different serial number, different model, different manufacturer with a total amount of more than 2.2 billion VND.

According to the report of the Department of Natural Resources and Environment to the inspection team, there were three damaged devices worth more than 2.9 billion VND, 19 unused devices with a total amount of more than 8.1 billion VND, there were signs of wasting state budget.

Also according to the Inspectorate of Bac Lieu province, this project has been accepted and completed since May 2020. Up to now, many devices have been damaged, cannot be put into operation, the devices have expired warranty period and solutions. To repair, the feasibility of the project is not achieved compared to the original goals of the project, and does not bring socio-economic efficiency.
