Consistent with the view that human resource development is one of three strategic breakthroughs to promote rapid and sustainable socio-economic development, Quang Ninh province has built and implemented drastically and synchronously a series of solutions.thanks to which the quality of human resources has been significantly improved, in accordance with the requirements of transforming local development methods.

Many years ago, Quang Ninh has paid special attention to improving the quality of human resources, especially high-quality human resources. The Provincial Party Committee, People’s Council, and People’s Committee have issued many important documents, mechanisms, policies, and decisions to orient and find solutions to develop high-quality human resources.

Implementing Resolution No. 06/NQ-CP dated January 10, 2023 of the Government on developing a flexible, modern, effective, sustainable and integrated labor market for rapid socio-economic recovery, Quang Ninh has issued an implementation plan in the province. Establish a Working Group to link vocational education with the labor market and sustainable employment in the province.

Quang Ninh also drastically and effectively implemented the project to develop housing for coal industry workers and industrial parks, attracting quality human resources with skilled workers to work and live in the province; Complete the social housing project to serve workers and experts in Dong Mai Industrial Park; Social housing project for workers in Song Khoai Industrial Park; Completing construction procedures for the Mining Area Workers’ Cultural Village Project (Cam Pha City), the Social Housing Project for workers at Hai Ha Seaport Industrial Park…

The province also develops and implements a training and fostering program for cadres for the period 2023-2025 and a training and fostering plan for 2023; Accordingly, in 2023, 80 training and refresher classes with a total of 5,232 students have been approved.

Currently, there are 3 higher education institutions in the province: Ha Long University, Quang Ninh University of Industry (under the Ministry of Industry and Trade) and Quang Ninh Foreign Trade University (under the Ministry of Education). and Training). During the period 2015-2023, schools have trained over 21,700 students. The whole province also has 45 vocational education establishments and establishments participating in vocational education activities, with a scale of more than 200 licensed training occupations. From 2015 up to now, on average, vocational training establishments annually enroll and train new occupations of over 36,000 people, with more than 120 training occupations. The rate of learners having jobs after training reaches 85% of the total number of graduates.

By the end of 2023, the rate of trained workers in the province will reach 86.46%, of which the rate of trained workers with degrees and certificates will reach 50%; Enrollment and vocational training reached 39,200 people, of which 6,850 people had college and intermediate training levels, and 32,350 people had primary training and continuing training levels. Average labor productivity in 2023 reaches 458.5 million VND/person.

Right from the first months of 2024, the province will develop and deploy a plan to innovate, develop and improve the quality of vocational education in the province until 2030, with a vision to 2045; training and soft skills development plan for young people and vocational education students. Create a chain of post-training labor links with businesses through workshops to improve the quality of vocational training and vocational training for rural workers in mountainous ethnic areas in the area; Career education admission consulting festival.

The Provincial People’s Committee has developed a plan for training and fostering cadres and civil servants in 2024, accordingly approving 76 training and fostering classes with a total of 4,819 students. Continue to build and complete the Project on training and fostering provincial cadres and civil servants until 2025, with a vision to 2030, based on an assessment of the current state of the team, closely following the province’s socio-economic development orientation associated with industry, field, locality.

With the drastic implementation of mechanisms and policies, and the development of synchronous implementation solutions, it has contributed to many breakthroughs in the quality of the province’s human resources, attracting more and more talented people and improving the quality of the team. cadres and civil servants, improving skills and abilities for workers according to social needs.

According to the Project on human resource development in Quang Ninh province to 2025, vision to 2030, target to 2025, the total workforce in the province is 798,280 people, the rate of trained workers is 87 .5%. Of which, the rate of trained workers with degrees and certificates is over 52%; The number of workers needing training to be certified annually is 25,500 people; The ratio of college and university students is 595 people/ten thousand people; The rate of civil servants with postgraduate qualifications is 16.4%; Human resource structure of sectors in sector I (agriculture, forestry and fisheries) decreased to 22.11%, sector II (industry, construction) decreased to 28.64%, sector III (services) decreased to 28.64%. increased to 49.25%…
