During the investigation, the authorities determined that this ring was led by two subjects: Le Thi Phuong Lien (born 1985), residing in Hung Dung ward, Vinh city, and Pham Quang Chien (born 2004), residing in Phu Loc commune. , Can Loc district, Ha Tinh province is the leader.

The subjects in the ring operate very sophisticatedly and discreetly, with a clear division of tasks, and transact with each other via the Telegram application to transfer lottery and lottery trading tables. To deal with the authorities, the subjects also used junk sim cards and unofficial accounts to transact.

On April 21, Vinh City Police planned and assigned working groups to simultaneously arrest 25 subjects in Vinh City, Cua Lo town (Nghe An) and Can Loc district (Ha Tinh). , confiscated 28 mobile phones and many documents related to the act of recording lottery numbers.

Initially, the Police determined that the amount of money the subjects gambled each day ranged from 500 million to more than 1 billion VND, with the amount of money gambled on April 21 alone being about 720 million VND.

Currently, Vinh City Police are temporarily detaining the subjects for investigation and handling according to the provisions of law.
