The Van Don concentrated mollusk seed production area infrastructure project was approved by the Ministry of Agriculture and Rural Development in Decision No. 2633/QD-BNN-TCTS (October 28, 2011) and adjusted in Decisions 3461/QD-BNN -TCTS (August 6, 2014), 4987/QD-BNN-TCTS (November 29, 2017), 5184/QD-BNN-TCTS (December 30, 2022). The project’s goal is to build infrastructure in the Van Don concentrated mollusk seed production area to attract investors to build mollusk hatcheries and nursery areas to produce 1.5 billion varieties. Disease-free, high-quality molluscs are supplied to the commercial farming areas of Quang Ninh province and the Northern coastal provinces.

The project has a total planning area of ​​300 hectares, of which 292.4 hectares is the sea area; 7.6 hectares of land. By 2019, the project will complete its investment work, with the completion of shared infrastructure, including: Management house, seed inspection room, environmental incident handling center, public service house, treatment house. solid waste + chemicals, wastewater treatment systems, water pumping stations, filter tanks, fresh water tanks, yards, security houses…, with a total value of over 100 billion VND.

After 5 years of completion, up to now this project has not been able to select an investor to carry out the next work to produce aquatic breeds as approved in the decision, but has only been assigned by the Department of Agriculture and Rural Development to the Agricultural Extension Center. province for management and use. Although in recent times, relevant departments and branches of the province have made great efforts to discuss and consider choosing many different options to attract investors, but up to now no option has been chosen to attract investors. Investors have invested in operations and exploitation, so many project items that have been invested in so far have been damaged and seriously degraded, causing a waste of investment resources.

Mr. Nguyen Minh Son, Director of the Department of Agriculture and Rural Development, said: The unit has considered three options for selecting investors, such as attracting investors according to the provisions of Decree No. 63/ND-CP (May 4). /2018) of the Government on investment in the form of PPP; Organize the selection of investors for projects using land and water surface according to the provisions of the Investment Law; Develop a project to use public assets attached to land and the value of land and water use rights for rental and business purposes according to the provisions of the Law on Management and Use of Public Assets 2017. According to the explanation of the Department of Agriculture and Rural Development, the lack of consensus on the investor selection plan is due to many changes in the current legal framework for policies and investment attraction; The provisions of the law on investors and the law on management of public assets (assets invested from the state budget) still have inconsistent content, overlap, and unclear implementation instructions. leading to inconsistent understanding and application by departments and branches of the province.

Previously, there were a few businesses that made documents and reported to competent authorities to take over the project to produce mollusks. However, for many different reasons, these businesses cannot be implemented.

In order for the Van Don concentrated mollusk seed production area infrastructure project to quickly select a suitable investor, the province’s departments and branches need to continue to research and carefully consider the above investor selection options. The facility seeks opinions from relevant ministries and branches to resolve existing problems. Early selection of investors for the project not only effectively promotes post-investment capital but also creates quality mollusk varieties to supply to the market, which is already very scarce in the area.
