Completing the issuance of land use rights certificates is one of the important foundations for localities in the province to manage boundaries, land use purposes, and build a land information database to serve digital transformation in the field. land management and use, while ensuring the legal and legitimate rights of people, especially ethnic minorities in remote areas.

Recently, Quang Ninh province has issued many directives, plans, and guiding documents to speed up the granting of land use rights certificates to people. In case of not meeting the conditions for granting land use rights certificates, the land user Compulsory land use registration must be carried out.

The Department of Natural Resources and Environment has advised many documents for the People’s Committee of Quang Ninh province to direct the removal of difficulties in granting certificates and regulations on time to carry out administrative procedures, including reducing the time to carry out administrative procedures. administrative procedures compared to the time prescribed by the Ministry of Natural Resources and Environment to promote the issuance of land use rights certificates, associated with the responsibilities of heads of relevant agencies, units and localities. To date, the rate of issuance of first-time land use right certificates in the entire province has reached over 96%. Of which, the total area of ​​land use rights issued to organizations by the end of 2023 for agricultural land is over 309 thousand hectares, non-agricultural land is more than 34,400 hectares.

Mr. Dam Trung Hieu: Implementing Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister approving the National Target Program for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, Phase I from 2021 to 2025. In particular, Quang Ninh has specifically identified goals, tasks, solutions, roadmaps, assignments, and decentralization, with the highest determination to basically complete the tasks. set goals, especially the goal of increasing per capita income in ethnic minority, mountainous, border and island areas.

On March 31, 2023, the Provincial People’s Committee issued Decision No. 825/QD-UBND “Decision approving the results of reviewing, adjusting and supplementing planning for arrangement and stabilization of population in areas in the area.” province in the period 2023-2025, orientation to 2030″. Accordingly, by 2030, strive to arrange and stabilize 1,022 households corresponding to 3,556 people in ethnic minority areas, mountainous areas, natural disaster areas, especially difficult areas, and island borders to create livelihoods and improve people’s lives.

In 2023, the whole province has completed housing support for people with meritorious services, eliminating temporary housing and dilapidated housing for 441 households with a total implementation budget from socialized sources of VND 32.96 billion, of which Completed support for 66 households in the category of temporary housing and dilapidated housing in ethnic minority areas, mountainous areas, border areas, and islands.

With many policies on residential land and production land, it has created livelihoods for people, especially ethnic minority areas, to develop production and escape poverty sustainably, contributing to Quang Ninh completing the Target Program 3 years ahead of time. Mr. Dam Trung Hieu: In the coming time, the Department will continue to advise the People’s Committee of Quang Ninh province in directing the completion of support for residential land and production land for households who are beneficiaries of Project 1 of the National Target Program for Economic Development – society in ethnic minority and mountainous areas in the period 2021-2025 in Quang Ninh province in 2024.

Accelerate the completion of the allocation of marine areas for aquaculture according to planning and implement solutions to promote the development of aquaculture and seafood exploitation in advantageous areas in ethnic minority and mountainous areas. borders and islands.
