On April 25, the Inspectorate of the Ministry of Construction sent an official dispatch to the Department of Construction of Lam Dong province requesting information on violations related to a cluster of 22 villas built without permission in Loc Thanh commune (Bao Lam district). ), located in the south of this province.

The Inspectorate of the Ministry of Construction also requested the Department of Construction of Lam Dong province to report on handling violations (if any) along with documents on handling violations related to the above cluster of 22 villas built without permission.

The report must be completed before May 3.

Previously, the People’s Committee of Lam Dong province directed the organization to review and handle the responsibilities of the leaders of the People’s Committee of Loc Thanh commune and relevant organizations and individuals when the incident of building 22 villa-style houses but not permission.

According to the People’s Committee of Lam Dong province, in the above case, a total of 22 plots of land were issued land use rights certificates by the Department of Natural Resources and Environment of Lam Dong province from April 2022 to Mr. Duong Van Phi and Ms. Ta Thi Thanh. Tuan.

These 22 plots of land belong to plot number 44 of map sheet number 42A, located in an area of ​​3,623 square meters, which has been converted from land for perennial crops to rural land. After that, Mr. Phi and Ms. Tuan transferred 22 plots of land to other people.

The transferors have carried out procedures to combine 18 plots into 9 plots, the remaining 4 plots remain the same as the original plot split.

When carrying out construction procedures, the authorities require homeowners to contact the authorities to carry out the prescribed procedures. However, until now when the project is about to be completed, the investor has not yet changed the land use purpose and has not yet obtained a license.

The competent authorities determined that the area and location where the 22 townhouses mentioned above were built were not consistent between land use planning and construction planning.

According to a report from the Department of Construction of Lam Dong province, the fact that the 22 adjacent houses mentioned above occurred in violations related to the Construction Law and Housing Law shows that the People’s Committee of Loc Thanh commune and Bao Lam district People’s Committee have not strictly complied with them. Instructions of Lam Dong Provincial People’s Committee on temporary suspension of construction activities in the area; There are signs of lax management of land and construction in the locality.

Also according to the Department of Construction of Lam Dong province, the People’s Committee of Loc Thanh commune, and the People’s Committee of Bao Lam district, there have been no measures to prevent or handle it firmly, so the above houses continue to be built after being inspected by the authorities.

On April 3, Mr. Truong Hoai Minh, Chairman of Bao Lam District People’s Committee, signed decisions to temporarily suspend work for Mr. Do Ngoc Can, Chairman of Loc Thanh Commune People’s Committee and Tran Ngoc Hoan, cadastral civil servant, agriculture, construction and environment in Loc Thanh commune.
