(QBĐT) – The Prime Minister directed that by April 30, 2024, localities must complete the handover of the site of the Eastern North-South Expressway construction project in the 2021-2025 period to investor to serve construction. However, up to now, many localities in the province still have problems handing over the premises, and in some localities the amount of land that has not been handed over is still quite large.

Many localities still encounter problems

The North-South expressway project passing through Quang Binh province has a length of 126.43km. Of which, the Vung Ang-Bung section has a length of about 42.95km; The Bung-Van Ninh section has a length of 49.93km and the Van Ninh-Cam Lo section has a length of 33.55km. There are 8 intersections in the province.

The total land area occupied by component projects is about 1,128.9 hectares. To ensure the project’s construction site, the forest area in the province that needs to be converted to use purpose is 659.74 hectares. There are about 3,772 households affected, of which 551 households are subject to resettlement and about 4,642 graves are affected, of which 3,885 graves have to be relocated to new locations. In addition, there are hundreds of technical and social infrastructure projects that need to be relocated.

With the large amount of land within the project scope, in recent times, relevant levels, branches and localities have drastically stepped in to carry out compensation and site clearance work. However, this work has not yet been completed.

As of April 24, 2024, the total length of route sections handed over to project management boards is 120.16km/126.43km, reaching 95.04%, the remaining plots are 6. 27km, accounting for 4.96%, has not been handed over due to problems.

The fastest destination in compensation and site clearance work is City. Dong Hoi has completed 100% handover of the premises by June 30, 2023 – the first milestone that the Prime Minister directed to hand over the premises. Next is TX. Ba Don has just completed 100% handover of the site for phase 1 construction, the remaining site for phase 2 is continuing to be deployed. However, these are also localities with very little clearance volume compared to other localities in the province, including City. Dong Hoi with a length of 9.87km and TX. Ba Don is 9.35km.

The remaining localities still have problems with land, specifically, Quang Trach district has handed over 93.68% of the land, leaving 1.6km remaining; Bo Trach district has handed over 98%, remaining 0.58km; Quang Ninh district has handed over 99.04%, remaining 0.2km. And Le Thuy district is the locality with the largest amount of undelivered land, currently this locality has only 88.19%, the remaining 3.77km has not been handed over.

According to Director of the Department of Transport (MoT) Pham Van Nam, the volume of land that localities have not yet completed and handed over to investors is mainly related to the progress of completing resettlement areas and Problems regarding land origin, land ownership, and measurement adjustment. These are the issues that localities must focus on solving to quickly hand over the entire project site.

Quang Trach district has currently handed over 23.7km/25.3km, reaching 93.68% of the site volume, the remaining 1.6km has not been handed over (accounting for 7.11%); Of which 1.47km is related to the completion of 6 resettlement areas and has not yet completed the compensation plan to support a household with a duck farm in Quang Phuong commune of about 0.13km.

Chairman of Quang Trach District People’s Committee Phan Van Thanh said: Currently, 6 resettlement areas of the district under construction have basically handed over land to people, of which 18 households have deployed housing. In the resettlement areas, there are only a few items of auxiliary works left, but they do not affect land plots for people’s houses, which the district is urging to complete. For households that are petitioning and have not yet received compensation, the district continues to advocate.

In Le Thuy, the locality currently has the largest amount of undelivered land in the province (3.77km), of which 2.62km is related to the progress of completing resettlement areas and 1.13km is related to resource problems. Land origin, ownership, adjustment of measurement in Le Ninh Farm town and Phu Thuy commune.

According to a report from the Department of Transport, currently, the whole province has 41 households that have not agreed to receive compensation and support. Among them, Quang Trach district has 9 households that have not yet agreed on the compensation and support value; Bo Trach district still has 29 households who have not yet agreed on compensation and support prices, waiting for the completion of resettlement areas; Quang Ninh district has 1 household that has proposed a compensation and support plan but is demolishing the house and handing over the site to the construction unit and Le Thuy district has 2 households that have not agreed to the compensation and support plan.

Regarding approval of compensation and support plans, the whole province still has 173 households. Specifically, Quang Trach district has 14 households and the locality is completing the plan; TX. Ba Don still has 14 households, currently adjusting land use planning, proposing to reclaim all land because the remaining portion is difficult to use; inheritance procedures; Bo Trach district still has 21 households, which are completing compensation and support plans. Le Thuy district alone has 124 households, of which 27 households are in Le Ninh Farm town, 88 households are in Phu Thuy commune, and 9 households are in Truong Thuy commune.

According to Chairman of Le Thuy District People’s Committee Dang Dai Tinh, among the households that have not approved the district’s compensation and support plan up to this point, there are 19 households related to land valuation, 20 households are making their plans public. 58 households are submitting compensation and support plans for appraisal and approval, 4 households are adjusting their land origin and 23 households are completing compensation and support plans.

“Although the volume of undelivered land in the district is still high, problems are being focused on being resolved. The district is trying to solve them, especially mobilizing households to agree with the compensation, support and receive compensation and support; quickly complete the resettlement work to basically complete the handover of the site on April 30,” said Mr. Dang Dai Tinh.

At a meeting on compensation, support, and site clearance for the North-South Expressway project held recently, Chairman of the Provincial People’s Committee Tran Thang requested localities to complete the handover of the site before April 30 according to direction of the Prime Minister. Take advantage of the weather, concentrate human resources and machinery to complete the construction of resettlement areas and relocate technical infrastructure.

“Local departments and branches must take drastic action to completely resolve the handover of the North-South Eastern Expressway project passing through the province; proactively monitor and understand the situation and progress of project implementation, difficulties and problems in the province to promptly advise the Provincial People’s Committee and Provincial Steering Committee to direct and resolve in accordance with regulations”, Chairman Chairman of the Provincial People’s Committee Tran Thang emphasized.

There are only a few days left until the deadline to hand over the entire site of the North-South expressway project to the investor. With the remaining volume, if localities do not make efforts and drastic efforts, working through weekends and holidays to focus on solving remaining problems, it is entirely possible that Quang Binh will miss the land clearance deadline. happen.
