Specifically, at the time of inspection, the oil tanker Sao Bien 02, QN-7680 belonging to Thuy Nga Tourism Service Trading Co., Ltd. was granted a certificate by the Department of Industry and Trade for a store qualified to retail gasoline locally. Location: Thang Long Cement Factory wharf area, Ha Long city, Quang Ninh. However, the company sold oil at the Tuan Chau International Passenger Port area, Tuan Chau ward, Ha Long city, Quang Ninh province at the wrong location stated in the license.

Realizing the above violation, Market Management Team No. 1 has made an administrative violation record against Thuy Nga Trading and Tourism Service Company Limited for the following behavior: Trading gasoline and oil at the address (mooring location) does not match the address stated in the store’s certificate of eligibility to retail gasoline. According to data reported by Market Management Teams in Quang Ninh province, there are 174 gasoline and oil stores (both on land and at sea).

Through propaganda, inspection, and supervision, up to now, 170/174 petroleum stores have deployed electronic invoices via app and POS machines to issue invoices for each sale (accounting for 97 .7%). There are currently 4 petrol stations in Dong Trieu town that are being prepared for use.

In addition to inspecting and supervising compliance with regulations on electronic invoices, the Department directs Market Management Teams to strengthen inspection and supervision of petroleum business activities. Particularly in Ha Long city, from February 20, 2024 to present, Market Management Team No. 5 sent 2 controllers to join the city’s interdisciplinary team to inspect 19 businesses, including 10 stores with 61 pump columns. on land and 15 stores (ships) on sea with 15 pump columns.

As a result, the interdisciplinary inspection team discovered and punished 14 businesses with a total fine of 58,000,000 VND. The main violations are regulations on the use of invoices, not issuing invoices when selling goods, providing services to buyers according to regulations and issuing invoices at the wrong time.
