The Phu Hoa town center swimming pool project was approved by the District People’s Committee for its economic and technical report in Decision No. 6040/QD-UBND, dated October 26, 2018.

The swimming pool was invested in construction, inaugurated and put into use in June 2020. Total construction area is 596.25m2, the tank is designed with 8 swimming lanes, with a total estimate of more than 3.6 billion VND from the district budget.

This is a large and modern swimming pool in Phu Yen province serving swimming competition and practice. However, in reality, the project is currently not in operation, and the equipment and facilities that have not been used for a long time are showing signs of deterioration.

According to Ms. Phan Thi Thanh Hoa, Director of the Center for Culture, Sports and Radio and Television of Phu Hoa district, the swimming pool is the venue for organizing swimming activities, practicing and competing in swimming for agencies and organizations. officials and people throughout the district.

In addition, the investment in swimming pools aims to achieve the goal of preventing drowning, contributing to building a new rural district.

That is the wish, but since it was put into use until now, this swimming pool has only organized the swimming tournament in the program of the 2022 Phu Hoa District Gymnastics and Sports Congress and trained the team participating in the swimming tournament of Phu Hoa district. conscious.

Although there is little activity, this swimming pool had to be repaired at a cost of about 300 million VND.

To promote the effectiveness of the projects, the management unit has requested a policy and developed a project to lease these assets according to the provisions of law.

However, when submitted to the competent authority for approval, it did not meet the conditions because this project was invested and built on land that has not been granted a land use right certificate.

The Department of Finance of Phu Yen province has issued official dispatch No. 487/STC-GCS, dated March 1, 2022, confirming that the Center for Culture, Sports and Radio and Television of Phu Hoa district does not meet the conditions for the agency to have authority to implement the project to lease assets because land use rights have not been granted.

Pursuant to the provisions of the Law on Management and Use of Public Assets 2017 and Decree No. 151/2017/ND-CP dated December 26, 2017 of the Government, Center for Culture, Sports and Radio and Television Phu Hoa district uses a swimming pool for rental purposes which is an asset attached to land but has not been granted a certificate of land use rights by a competent authority.

In addition, the Department of Finance also said that this unit has not yet reported and registered to declare assets on the public asset management software program system.

While waiting for the implementation of procedures for granting land use rights certificates, the Center for Culture, Sports and Radio and Television of Phu Hoa district is looking for a solution to bring this billion-dollar swimming pool back into operation.

Mr. Nguyen Ba Khai, Chairman of the People’s Committee of Phu Hoa district, said that the swimming pool project has been invested on a large scale to serve the fitness, sports and health activities of local people.

In the immediate future, the District People’s Committee has assigned the Center for Culture, Sports and Radio and Television to mobilize socialization resources to organize competitions and teach swimming for children in the upcoming summer.

In the long term, the District People’s Committee will continue to work with relevant departments and branches to remove obstacles related to land procedures as well as plans to use public assets to bring effective sustainable use. solid.

Summer is approaching but the swimming pool invested billions of dong is still lying in the sun and exposed to dew. Meanwhile, the need for local students to learn to swim is increasing to prevent accidents caused by drowning.
