A representative of a main contractor at the component 3 project said that currently, temporary landfills have not been approved, so when removing weathered topsoil, the unit must temporarily dump them in areas within the project’s boundaries. project, wait until the province approves the temporary dumping locations, then let the truck scoop this soil and move it to the dump.

“The lack of a temporary dump increases costs as we have to scoop and dump soil many times. We only partially constructed the road base, so it was very difficult. The amount of excess, unused land of the project is very large, but now No one dares to fill positions that have not been authorized,” said a representative of this company.

According to a representative of a subcontractor constructing component 3 of the project, the temporary disposal sites have not yet been approved, so the construction that is being carried out massively has now slowed down.

“We are looking forward to receiving approval for the landfill soon, especially before this rainy season. My company does not dare to scoop up soil and dump it because if it is not in the right location, we will not be able to pay, and if we dump it incorrectly, we will have to take it away. very expensive”, the contractor representative worried.

Recently, the Project Management Board of Investment in Construction of Transport and Agricultural and Rural Development Projects (Project Management Board) of Dak Lak province is the investor of the 3rd Khanh Hoa – Buon Ma Thuot Expressway Component Project, and has send a document to the People’s Committee of this province requesting urgent addition of unsuitable material dumping locations.

According to the Project Management Board, in addition to the number of main disposal sites approved by the Provincial People’s Committee, up to now, the construction process requires the addition of 28 additional dump sites for unsuitable materials (temporary disposal sites).

“Contractors are temporarily pausing roadbed construction, waiting for the Provincial People’s Committee to approve 28 temporary landfill locations, these landfills have had agreements with land users. Now the rainy season is approaching if there is no landfill location. Unsuitable materials will not ensure the set schedule,” said the leader of the Project Management Board.

Therefore, the Project Management Board has proposed that the People’s Committee of Dak Lak province approve these temporary landfills so that contractors, users, localities and related units have a basis for management and implementation.

In response to the investor’s proposal, the People’s Committee of Dak Lak province assigned the Department of Natural Resources and Environment (NRE) to advise on temporary waste disposal locations.

In its written response, the Dak Lak Department of Natural Resources and Environment said that, according to notice No. 167 dated November 22, 2022 of the Ministry of Natural Resources and Environment, to carry out highway construction, it is necessary to use temporary land (as a waste disposal site). The construction company enters into an agreement to rent or borrow land from the land user, and at the same time return and hand over the land and temporary landfill after the end of the project.

Also according to the Department of Natural Resources and Environment, based on the instructions in Official Dispatch 2892 dated March 19, 2024 of the Ministry of Transport on temporary disposal sites, in which investors and contractors proactively work with local authorities, forestry management agencies and households to agree on a plan to dump inappropriate materials, minimizing impacts on land use planning and the environment.

Dak Lak Department of Natural Resources and Environment said that the unit has no basis to synthesize and advise the Provincial People’s Committee to consider and approve temporary disposal sites according to regulations as proposed by the Project Management Board. This Department requested the Project Management Board to base on documents from the Ministry of Natural Resources and Environment and the Ministry of Transport to review and propose land areas for temporary disposal sites.

Talk to reporters Dan TriMr. Vo Van Canh, Vice Chairman of Dak Lak Provincial People’s Committee, said that the province has many times held meetings on the location of waste dumps and temporary waste dumps of the key Khanh Hoa – Buon Ma Thuot expressway project. .

“For the temporary landfill location, there must be an agreement between the investor and the land user, then the Project Management Board and the contractor work with the local government and then report to the Provincial People’s Committee, nothing complicated. difficult,” Mr. Canh emphasized.

The Vice Chairman of the Provincial People’s Committee pointed out that the Department of Natural Resources and Environment is responsible for guiding localities, investors, and contractors in determining how much temporary waste disposal site has, what type of land, and the responsibilities of the units in this matter. Management and use are state property and cannot be arbitrarily bought or sold.

Khanh Hoa – Buon Ma Thuot Expressway Project has a total length of 117.5km with a total investment of nearly 22,000 billion VND, divided into 3 component projects.

Component project 1 with a length of about 32km in Khanh Hoa province, invested by Khanh Hoa Provincial People’s Committee.

Component 2 project with a length of about 37.5km in Khanh Hoa and Dak Lak provinces is invested by the Ministry of Transport.

Component 3 project with a length of more than 48km in Dak Lak province is invested by the People’s Committee of Dak Lak province.
