According to Mr. Nguyen Huu Truc – Deputy Director of Lang Son Department of Natural Resources and Environment, in recent years, Lang Son has focused on implementing programs and plans to implement the National Strategy on Climate Change and Green Growth, actively contributing to Vietnam’s commitment to working with the international community to protect the Earth’s climate, achieving the goal of reducing net emissions to “zero” by 2050 according to Vietnam’s commitment at COP26 Conference.

Initially, awareness and sense of responsibility for proactively preventing and combating natural disasters, responding to climate change, strengthening resource management, and environmental protection of organizations, individuals, and communities has gradually increased, with some improvements. Significant changes contribute to achieving sustainable development goals. Climate change response activities have been widely deployed in all fields: agricultural production, new rural construction; industry and services; Transportation; build; defence security…

However, besides that, the process of implementing solutions to respond to climate change in Lang Son still faces many difficulties. Understanding and awareness of climate change are incomplete, there is no consensus on risks and ways to respond; awareness and identification of climate change in agencies and units is unclear. Climate change is only considered a risk but not an opportunity to promote sustainable development.

On the other hand, activities to reduce greenhouse gas emissions have not been given due attention, clean energy and renewable energy have not been developed and used commensurate with their potential. The implementation of specific measures to respond to climate change is still awkward, and effectiveness in the management, exploitation and use of natural resources and minerals is still limited. The efficiency of land use in some places is still low and has not been fully exploited.

To improve the effectiveness of climate change response, Lang Son will continue to strengthen the leadership and direction of Party committees and authorities at all levels in implementing the Action Plan to respond to climate change for the period 2021 – 2030, vision 2050. Research and adjust planning and development plans of sectors and localities; Strictly manage, promptly prevent, and minimize production, business, and service projects that wastefully use and ineffectively exploit natural resources and emit many pollutants and greenhouse gases. glass, destroying landscape and ecology, causing environmental pollution, increasing natural disaster risks, especially in watershed areas and residential areas.

Focus on reviewing policies and contents related only to climate change to propose appropriate budget structure adjustments. Expand the participation of the private sector in climate change response activities, to innovate the construction and implementation of climate change response tasks, and strengthen resource management and environmental protection.

Implement scientific and technological research cooperation programs, implement pilot projects to develop green, smart urban growth, green architecture, and ecology to respond to climate change; building energy-saving and emission-reducing projects; Developing environmentally friendly, reusable and recycled construction materials.

Coordinate with Departments, Agencies and organizations and individuals to develop programs, topics, tasks and projects related to the field of climate change to well implement the Climate Change Response Plan of the Government. conscious.
