The whole country has completed the arrangement of 161 agricultural and forestry companies

According to the Ministry of Agriculture and Rural Development, the Prime Minister has currently approved 40/41 overall plans to arrange, innovate and develop and improve the efficiency of local agricultural and forestry companies.

There are 161/256 agricultural and forestry companies that have completed restructuring and renovation (63%) and 95/256 agricultural and forestry companies that have not completed restructuring and renovation (37%).

There are many reasons leading to incomplete arrangements and renovations. Among them, we can mention a number of subjective reasons such as: incomplete awareness at the Party Committee; The organizational process lacks drastic direction; Policy mechanisms are still lacking in uniformity…

Recently, the Ministry of Natural Resources and Environment has focused on organizing guidance and training for local specialized agencies and directing localities to measure, install boundary markers, and compile boundary records and records. cadastral according to Decree 118 of 2014 of the Prime Minister.

Currently, 223/244 companies and branches have basically completed the task of reviewing field boundaries and planting landmarks. There are 43/45 provinces and cities that have basically completed their tasks.

After reviewing and reorganizing, the total area expected to be retained by agricultural and forestry companies is more than 1.9 million hectares. Of which, the area that has been approved by the Provincial People’s Committee for land use plans is nearly 890,000 hectares, accounting for 48.79% of the total area expected to be retained.

Through assessment, the arrangement and renovation of agricultural and forestry farms is implemented slowly and effectively. Many agricultural and forestry farms operate ineffectively but still exist.

Most of the agricultural and forestry farms have just converted into companies or management boards without any changes in unit administration and land management and use.

At the conference, representatives of ministries, branches, state-owned enterprises and People’s Committees of provinces and cities had many opinions raising difficulties and inadequacies in the process of arranging and innovating agricultural and forestry companies. On that basis, units and localities propose to the Government and ministries and branches to pay attention and solve the problem.

Speaking at the conference, Deputy Prime Minister Le Minh Khai acknowledged and appreciated the efforts in arranging and innovating agricultural and forestry companies of units and localities. The work of arranging and innovating agricultural and forestry companies has had many positive changes in many aspects. However, the arrangement and innovation are still slow and have not achieved the expected results.

Deputy Prime Minister Le Minh Khai requested the Ministry of Agriculture and Rural Development to continue guiding units and localities to implement arrangements and innovations to improve the operational efficiency of agricultural and forestry companies. The Ministry synthesizes the need for State budget support and organizes appraisal, submitting to the Prime Minister a plan for arrangement as soon as possible.

For localities, the Deputy Prime Minister requested to complete the approval of land use plans of agricultural and forestry companies. Localities complete the reception and develop plans to use the areas handed over from agricultural and forestry companies. The People’s Committees of the provinces coordinate with ministries and branches to develop arrangement plans, adjustment plans, and continued arrangement plans to send to the Ministry of Agriculture and Rural Development for submission to the Prime Minister for approval before June 2024.
