This proposal was made by the Department of Transport of Quang Ninh province based on Decision No. 4088 of the People’s Committee of Quang Ninh province, promulgating temporary regulations managing cruise ship activities on Ha Long Bay and Bai Tu Long Bay.
Local authorities require that in the summer, no later than 7:00 p.m., cruise ships must return passengers to ports and wharves on the mainland, and ships staying overnight on the bay must bring the ship into the anchorage area for overnight stays.
Currently, Ha Long does not have a cruise line to serve tourists sightseeing at night (except for restaurant cruise operations). The number of cruise ships mobilized to serve Carnaval Ha Long 2024 is also large. If licensed, the number of passengers on board will be very large.
Meanwhile, the ship’s operating and anchoring area is a natural water area. It takes place at night, the weather situation is extreme, and there are many unusual developments.
Also according to the explanation of the Department of Transport of Quang Ninh province, the event time is from 6:00 p.m. to 11:00 p.m., tourists on the train will often eat, drink wine, beer and go to the rooftop to watch fireworks displays. Therefore, ensuring the safety of guests when traveling on cruise ships is limited.
Therefore, this unit requests that the People’s Committee of Ha Long City not consider allowing cruise ships participating in the Ha Long 2024 Carnaval program to welcome tourists.
Quang Ninh Department of Transport also requested Ha Long City to take measures to strictly manage vehicles transporting people from shore to mobilized vehicles, as well as vehicles anchored at sea to watch Carnaval Ha Long 2024.
The 2024 Ha Long Carnaval program is expected to start from 8:10 p.m. on April 28, at Bai Chay beach, Ha Long City. This is the first time a Carnaval festival has performed and paraded on the sea.
