On April 22, Thanh Hoa Provincial People’s Committee issued Decision No. 1616/QD-UBND on approving the 1/2000 scale construction zoning project of Tuong Linh Industrial Park, Nong Cong district, Thanh Hoa province.

Scope, boundaries, planning area The planning scope belongs to the administrative boundaries of Truong Minh commune, Thang Binh commune and Tuong Linh commune, Nong Cong district, Thanh Hoa province. The boundaries are limited as follows: The North borders the Mixed Planning Center; The south borders provincial road 525 and planned green land; The East borders the road from Tho Xuan Airport to Nghi Son Economic Zone (National Highway 47B) and Tuong Linh industrial cluster; The West borders planned green land. Research and planning area: about 353.00 hectares.

Objective: Concretize the planning of Thanh Hoa province for the period 2021 – 2030, vision to 2045 approved by the Prime Minister in Decision 153/QD-TTg dated February 27, 2023 and the construction planning of Nong district area Cong, Thanh Hoa province to 2045, vision to 2070 approved by Thanh Hoa Provincial People’s Committee in Decision No. 1863/QD-UBND dated June 2, 2021. Forming an Industrial Park to attract investment and the needs of investors, with synchronous investment in infrastructure connected to Nghi Son Economic Zone and 3 Industrial Parks, contributing to economic development – society of Nong Cong district in particular and Thanh Hoa province in general. Arrange suitable industrial types in harmony with the overall architecture, ensuring requirements for fire and explosion prevention, reasonable land use, environmental protection, and ensuring sustainable development.

Nature and function It is an industrial park using high technology, with priority given to the following industries: electronic component assembly, telecommunications, information technology… Labor scale is about 15,300 people.

Land use structure Total planning research area is about 353.00 hectares, of which: Industrial park land area is about 344.05 hectares; Land outside the industrial park has an area of ​​about 8.95 hectares. Land for industrial park planning The total area of ​​industrial park planning land is about 344.05 hectares, of which: Land for factory construction: Area of ​​232.02 hectares, accounting for 67.44%. Technical and economic indicators: Maximum construction density 70%; Maximum building height is 03 floors; Maximum land use coefficient 2.1 times; Administrative, public – service land: Area of ​​3.25 hectares, accounting for 0.94%. Technical and economic indicators: Maximum construction density 35%; Maximum building height is 05 floors; Maximum land use coefficient 1.75 times; Land for technical infrastructure works: Area of ​​3.54 hectares, accounting for 1.03%. Technical and economic indicators: Maximum construction density 35%; Maximum building height is 03 floors; Maximum land use coefficient 1.05 times; Green land: Area of ​​39.22 hectares, accounting for 11.40%. e) Traffic land: Area 51.62 hectares, accounting for 15.0%; Shared infrastructure land: Area of ​​14.40 hectares, accounting for 4.19%. Spatial organization The industrial park has an area of ​​about 344.05 hectares divided into 02 zones: Zone A with an area of ​​about 217.52 hectares is located north of the South canal of Muc River; Area B has an area of ​​about 126.53 hectares, located opposite the south of the South Canal of the Muc River. Factories and enterprises: The planning of land plots for building factories and enterprises is flexible, multiple plots of land can be combined to meet the construction requirements of large-scale factories. Focus on attracting large enterprises as anchors for industrial park development; Administrative, public – service areas: Includes works: executive offices, management agencies, accommodation facilities, commercial service works and product displays, fire protection teams, and cultural centers. Industrial park sports facilities… are located near the entrance of the industrial park; Key technical infrastructure works: Power stations, wastewater treatment, … are located in the southwest area of ​​the industrial park next to traffic routes, convenient for connection to the technical infrastructure system in the industrial park. and outside industrial parks; Green trees are arranged centrally into sports areas, flower gardens for industrial parks, at locations adjacent to existing residential areas and technical infrastructure works, arranged green tree strips to ensure isolation. environment according to regulations; The internal traffic system is designed in the form of a checkerboard, conveniently connecting with external traffic routes, ensuring convenient access to each plot of land.

Leveling planning The leveling level in the planned area is from 3.0 – 4.5 m; Grading slope 0.5%. Main slope direction: Basin 1 slopes to the Northwest; basin 2 slopes to the northeast; basin 3 slopes to the east; Rainwater drainage planning The rainwater drainage system is designed to flow automatically. The rainwater drainage network is divided into 3 basins, as follows: Basin 1: Northern area of ​​provincial road 525, west of N4 canal, rainwater is collected into existing drainage canals and then drained into Muc River through sewers. Thach Lang; Basin 2: The area north of the South Song Muc canal, east of the N4 canal, rainwater is collected into the drainage canal of Truong Minh Pump Station and then drained into the Muc River; Basin 3: In the southern area of ​​Provincial Road 525, rainwater is collected into the drainage canal of Tuong Van Pumping Station and then drained into Thi Long River. Rainwater is collected into an underground sewer system located under the sidewalk of the road. The drainage system uses round sewers from D600 – D2000, arranged with manholes at a distance of 40 – 100 m/manhole. External traffic of Tuong Linh industrial park connects with surrounding areas through external traffic routes including: Tho Xuan Airport route to Nghi Son Economic Zone (National Highway 47B) with cross-sectional width horizontal 76.0 m; Provincial route 525 has a cross-section width of 42.0 m; Internal traffic: Organize a closed traffic network, internal roads in the industrial park are connected to the main road of the industrial park before connecting to the external road system. The industrial park allocation system is divided into 05 sections with cross-section sizes from 18.5 – 47.0 m. The size of the road cross-section is calculated appropriately in terms of number and width of lanes, ensuring the flow and speed of participating vehicles. Corridors of technical infrastructure works ensure the ability to arrange systems of lines, pipes, tunnels…

The Management Board of Nghi Son Economic Zone and Industrial Parks is responsible for presiding over and coordinating with the Department of Construction and Nong Cong District People’s Committee to organize and publicize the content of construction zoning planning no later than 15 days, including from the date of approval decision; organize calls for investment according to approved planning; Advise and organize the implementation of boundary marker placement according to approved construction planning according to regulations; Organize the handover of construction zoning planning documents to the Department of Construction, Thanh Hoa Institute of Planning and Architecture and localities, as a basis for management and implementation according to the approved planning; Develop a plan to implement the approved construction zoning plan. The plan for implementing construction zoning planning must determine the planning implementation time for each specific area on the basis of compatibility with the objectives of construction zoning planning and resources for implementing the zoning planning. build. The content of the planning implementation plan is as prescribed in Article 29 of Decree No. 44/2015/ND-CP dated May 6, 2015 of the Government. Nong Cong District People’s Committee is responsible for presiding and coordinating with the Management Board of Nghi Son Economic Zone and Industrial Parks and relevant agencies to inspect and supervise construction according to approved planning and manage planning according to the approved plan. provisions of law; Review and adjust assigned relevant plans, ensuring suitability, consistency, and synchronization with approved construction zoning plans.
