The project to upgrade National Highway 19 has a total length of 143.6 km, passing through the two provinces of Binh Dinh and Gia Lai with a total investment of more than 3,600 billion VND. The project is invested by Project Management Board 2 (under the Ministry of Transport), construction period is from August 2021, expected to be completed in 2023. However, the project was later extended until June 2024.

According to plan, there is less than 3 months left for the project to be completed. However, along the construction route, there are still many sections that cannot be constructed due to land clearance work; Some pass areas and temporary bridges often have traffic jams.

In Binh Dinh province, according to the representative of Project Management Board 2, currently, the XL-01 package, the section through Tay Son district (Binh Dinh province), has not yet handed over the entire construction site for the frontage road. Ba La and Bau Sen bridges. Notably, the locality has not yet approved the plan for support and compensation for site clearance.

Regarding this issue, the People’s Committee of Tay Son district has repeatedly invited households to dialogue meetings, but the households have not yet agreed on a compensation plan. Regarding the M1 abutment path of Ba La bridge, there are 20 households affected. This section must be built as a collector road for households behind to have a connection and access to National Highway 19. However, these 20 households do not agree. agree with the compensation plan due to the request for support for the cost of raising the foundation.

To solve the problem, the Ministry of Transport sent a telegram to the People’s Committee of Binh Dinh province to completely resolve the site clearance work. In addition, the Ministry of Transport also issued a document requesting the People’s Committee of Binh Dinh province to direct the People’s Committee of Tay Son district and relevant local units to research and consider policies according to regulations to have compensation and support plans. support… for affected households. Thereby, it is possible to hand over the entire site for the project to carry out construction to meet the required schedule.

“It is currently the dry season, but the contractor’s construction work is still slow. Many problems in site clearance, especially the XL-01 package, have affected the construction progress, mobilization work on the construction site has not met the progress requirements of the project…”, representative of Project Management Board 2 said.

Similarly, in Gia Lai province, the project to renovate and upgrade Highway 19 passing through Dak Po district is currently facing problems with site clearance. To solve the problem, recently, the Provincial People’s Committee issued a document directing the Dak Po District People’s Committee to speed up compensation and project site clearance; Coordinate with the Electricity Company to relocate power lines out of the site clearance area.

However, up to now, Dak Po District People’s Committee has not yet handed over the remaining area to the investor for construction, has not yet implemented the relocation of the electrical system, some locations have already handed over the surface. degree is still discontinuous.

The Provincial People’s Committee requested the Chairman of the People’s Committee of Dak Po district to seriously and focus on directing and speeding up compensation and project site clearance, handing over the remaining site to the investor before April 30 to start construction. works according to project progress.

Frequent traffic jams

Not only are there inadequacies in compensation, support, and site clearance, during the construction of National Highway 19, investors and construction units often encounter traffic jams, especially in the section over An Khe Pass and temporary bridges along the route, this greatly affects the construction progress.

According to reporters, in the An Khe Pass area, oversized, overloaded, and large trucks circulate on the route, especially at night. Overloaded vehicles traveling on the pass often break down and have to stop for repairs, causing traffic jams. In addition, the traffic of large and overloaded vehicles on the route has caused the temporary bridge access road to be frequently damaged.
