On March 27, the Police Department of the Ministry of Public Security (C03) issued a decision to prosecute the defendant, an arrest warrant for the defendant to be detained, and a search warrant for Mr. Pham Hoang Anh, Permanent Deputy Secretary of the Vinh Phuc Provincial Party Committee. Through initial investigation, C03 determined that Mr. Pham Hoang Anh received money from Nguyen Van Hau (Hau “Pao”, Chairman of the Board of Directors of Phuc Son Group Joint Stock Company) to create conditions for this group to carry out the project.
