The Provincial People’s Committee has issued a plan to shorten 800/1,921 administrative procedures, shortening the resolution time by 35-40% compared to the prescribed time; Providing 100% of administrative procedures qualified to perform online public services (DVCTT). Of these, there are 402 public services throughout the entire process, accounting for 27.55%. As a result, the rate of online applications in the whole province reached 95.5%.

The province also put into pilot operation the Monitoring and Operation Center, along with virtual assistants to support lookup and find information accurately and quickly; Field reflection application, looking up planning information; Deploying the “Work Management” application for provincial leaders to promptly direct, handle and warn of slow and late public service documents and procedures to direct and overcome.

On the other hand, to promptly resolve feedback and recommendations, the province has regularly organized meetings, dialogues and effectively maintained the hotline information channel of provincial leaders. Leaders of the province and sectors and localities in the province spend the first 30 minutes of each working day to receive people and businesses and periodically organize quarterly dialogues with businesses and investors at agencies and units. The province’s special working group regularly and periodically works with agencies and units to remove difficulties and obstacles and effectively support businesses and investors in the province. Organize meetings and dialogues between provincial leaders and businesses to listen and solve difficulties and problems of businesses.

In addition, the province replicates models of initiatives and practices such as “Listening to the people on Saturday” in all communes, wards and towns. The pilot of receiving dossiers and returning results regardless of administrative boundaries in the transportation and health sectors brings efficiency, helping people and businesses conveniently handle administrative procedures.

To raise the sense of responsibility and public service ethics of civil servants, every year the Provincial People’s Committee issues a training and fostering plan for civil servants to improve expertise, professionalism, and administrative skills. It focuses on fostering public service ethics, office culture, communication skills, citizen reception, and digital transformation.

At the same time, the Provincial People’s Committee has directed and organized public service inspections and administrative reform inspections at least once a year for each unit to promptly identify corrections, shortcomings, and limitations in administrative reform work.

Maintain the top position

At the conference announcing the PAR INDEX 2023 (PAR INDEX 2023), and the number of satisfaction with administrative services in 2023 (SIPAS 2023), on April 17, Ba Ria-Vung Tau province continued to maintain the top position. The Southeast in PAR INDEX 2023, ranked 5/63 provinces and cities. The SIPAS 2023 index ranked 8th/63 provinces and cities, up 10 places compared to 2022, ranking first among the Southeast provinces.

From this result, in 2024, implementing administrative reform work, the province will continue to promote decentralization and authorization within management sectors and fields; Strictly implement the change of working positions according to regulations, tighten discipline and administrative discipline in performing public duties. In addition, the province regularly inspects and requests departments, branches and localities to self-inspect units under their management authority to promptly detect and correct shortcomings and limitations in implementing administrative reforms; Build a modern, professional administration, creating satisfaction for people and businesses.

In 2023, the province’s economic growth rate reaches 5.75%, GRDP per capita reaches 8,078 USD/person/year; Total capital attracted to domestic investment and newly granted and increased FDI is more than VND 50,681 billion; In which, newly attracted and adjusted FDI capital reached more than 32,400 billion VND. In the first quarter of 2024 alone, the province has granted new and adjusted capital increases for 23 domestic and foreign investment projects with a total attracted investment capital of more than 62,000 billion VND, reaching 90.82% of the 2024 plan, increase 6.88 times over the same period in 2023.

The province continues to strictly implement the concept of taking people as the center of development; promulgate policies to improve the quality of life and happiness of the people, aiming for the goal that by 2045, the quality of people’s lives will be on par with developed countries.

Right from the beginning of 2024, the Provincial People’s Committee has directed the implementation of many solutions to promote administrative reform in each field associated with building e-government and digital government; improve the business environment and enhance provincial competitiveness. Continuing to implement the breakthrough of the Party Committee of the Provincial People’s Committee for the 2020-2025 term, the Provincial People’s Committee directs agencies and units to continue shortening the time to resolve administrative procedures compared to regulations of the Ministry of Administrative Procedures.
