Cruise ships are not allowed to pick up passengers to watch Carnaval Ha Long 2024 at sea

The Quang Ninh Department of Transport has just issued an official dispatch requesting the People’s Committee of Ha Long City not to grant permission for cruise ships to be mobilized to participate in parades at sea to welcome tourists to watch the Ha Long 2024 Carnaval program from the sea. , for safety reasons for people and vehicles.

According to the Department of Transport, based on Decision No. 4088/QD-UBND dated December 21, 2015 of the People’s Committee of Quang Ninh province “on promulgating temporary regulations managing cruise ship activities on Ha Long Bay and Ha Long Bay. Bai Tu Long”, for the summer, no later than 7:00 p.m., cruise ships must return passengers to ports or wharves on the mainland. Ships staying overnight on the bay must bring the ship into the anchorage area for overnight stays.

Furthermore, currently, in Ha Long there is no cruise line to serve tourists sightseeing at night (except for restaurant cruise operations). In addition, with the large number of cruise ships mobilized to serve the Ha Long 2024 Carnaval program, if licensed, the number of passengers on board will be very large. Meanwhile, the ship’s operating and anchoring area is a natural water area. It takes place at night, the weather situation is extreme, and there are many unusual developments. On the other hand, with the event taking place from about 18:00 to 24:00, tourists on the train will often organize meals, drink wine, beer and go to the terrace to watch fireworks. Therefore, ensuring the safety of guests when traveling on cruise ships is limited.

For the above reasons, the Department of Transport requests that the People’s Committee of Ha Long City not consider allowing cruise ships participating in the Ha Long 2024 Carnaval program to welcome tourists. Ha Long City also needs to have strict management measures for vehicles transporting people from shore to mobilized vehicles as well as vehicles anchored at sea to watch the Ha Long 2024 Carnaval program.
