1. Results achieved
1.1. Economic field:
– Agriculture, forestry and fishery production: as of April 15, 2024, the total spring crop area is estimated to reach 169,718 hectares. Livestock farming continues to develop, but currently in the changing season, epidemics in livestock herds are quite complicated. The area of concentrated planted forests is estimated at 2,195 hectares, an increase of 11.08%. Localities and units focus on implementing new rural construction plans.
– Industrial production development index is estimated to increase by 11.23%; Some products have a decent increase compared to the same period in 2023 such as: fresh milk, sugar, beer,…
– Regarding services: Total retail sales of goods and service revenue are estimated at 11,273 billion VND, an increase of 25.75%. The number of tourists in 4 months is estimated at 3.13 million; Tourism revenue is estimated at 3,348 billion VND, up 42% over the same period.
– State budget revenue in 4 months is estimated to be 7,711.9 billion VND, reaching 48.5% of the estimate, equal to 128.9% of the same period in 2023. Local budget expenditures in the first 4 months of the year are estimated to be 10,161 billion VND , reaching 28.2% of the estimate.
– Attracting investment and developing businesses: as of April 23, 2024, the province has issued new (approved investment policies/granted investment registration certificates) to 23 projects with total registered investment capital. is 12,564 billion VND; adjusted 49 projects; Total new and increased capital is 15,043 billion VND. In April, 53 new enterprises were established with a total registered capital of 6,035 billion VND.
1.2. Cultural and social fields:
– Promote propaganda work to celebrate major holidays: Hung King’s death anniversary (March 10 of the lunar calendar), Southern liberation day and national reunification (April 30, 1975-April 30, 2024), International Labor Day (May 1, 1886-May 1, 2024), 65 years of Truong Son Road Opening Day, 70 years of Dien Bien Phu Victory (May 7, 1954-May 7, 2024) and holidays big during the month. Prepare conditions and organize the inauguration of the Lenin monument in Vinh city. Successfully organized the opening of Cua Lo Tourism Festival in 2024.
– Well organize medical examination and treatment, ensure good disease prevention.
– Continue to implement key tasks for semester 2, school year 2023-2024; Prepare review plans, entrance exams for grade 10 and high school graduation.
– Take care of social security and ensure people’s lives.
1.3. State management, administrative reform, digital transformation:
– On April 3, 2024, the Government issued Resolution No. 39/NQ-CP unanimously approving the proposal to develop a National Assembly Resolution on piloting a number of specific mechanisms and policies to develop Nghe An province. An. At the 32nd session (April 15, 2024), the National Assembly Standing Committee agreed to submit the content of the draft Resolution to the National Assembly for consideration and approval at the 7th session.
– Submitted to the 19th session of the Provincial People’s Council to pass 19 Resolutions.
– Result of announcing rankings of indexes in 2023:
+ On the Administrative Reform Index (Par Index), Nghe An ranked 15/63 provinces and cities nationwide, leading the North Central region; increased 1 level compared to 2022;
+ In the index of people’s satisfaction with the services of state administrative agencies (SIPAS), Nghe An ranked 12/63 provinces and cities in the country, ranked 2nd in the North Central region, increased 2 levels compared to 2022;
+ Provincial Governance and Public Administration Performance Index (PAPI), Nghe An ranked 25/63 provinces and cities nationwide.
– Continue to direct departments, branches and localities to drastically implement Project No. 06/CP of the Government, serving the building of digital government and digital citizens; especially focusing on issuing passports, border laissez-passers, electronic identification accounts….; Continue to effectively implement the 2024 digital transformation plan.
– Improve discipline, administrative discipline, sense of responsibility, quality and work efficiency of officials, civil servants and public employees.
1.4. National defense, security and social order and safety are guaranteed, safe and peaceful. Carry out well the work of receiving people, resolving complaints and denunciations.
2. Key solution directions and tasks in May 2024
– Direct all levels and sectors to focus on implementing the 2024 plan tasks drastically, synchronously and effectively, the tasks and solutions for socio-economic development in 2024. Continue to promote responsibility, Drastic, timely and closely coordinated, synchronous and effective in direction and administration with the spirit of “5 determinations”, “5 guarantees”, “5 accelerations”.
– Coordinate with the Ministry of Planning and Investment and relevant ministries and branches to complete documents and carefully prepare relevant contents to submit to the National Assembly for approval of a Resolution on piloting additional mechanisms and policies. Development specifics of Nghe An province at the 7th session; Complete the reception and explanation of opinions of the Central Ministries and branches on the Provincial Planning Implementation Plan and submit to the Prime Minister.
– Direct departments, branches and localities to inspect and urge investors to focus on implementation, remove difficulties, promote implementation progress and disbursement of public investment capital, 3 target programs nation. Focus on completely resolving problems with site clearance, quickly handing over the site to the contractor to begin construction; Relevant departments, agencies and branches regularly review, inspect and urge the settlement of documents and procedures for investment projects; Timely handle difficulties and problems of projects according to authority.
– Continue to strongly improve the investment and business environment; Strengthen foreign affairs and investment promotion activities. Continue to coordinate implementation to ensure progress of key projects in the province.
– Continue to pay attention to directing the good implementation of budget revenue and expenditure tasks; Conduct a review of budget revenues.
– Take care of cultural and social fields, perform well social security work in the area. Proactively implement epidemic prevention measures, medical examination and treatment, people’s health care,… Focus on directing the completion of the 2023-2024 school year program; proactively implement plans to prepare for the 10th grade entrance exam, high school graduation exam and college entrance exam in 2024. Fully prepare the necessary conditions to participate in the national Phu Dong Health Association, achieving high ranking. Promote propaganda on child drowning prevention and action month for children. Focus on implementing activities to organize the Lotus Village Festival to celebrate the 134th birthday of President Ho Chi Minh. Strengthen tourism promotion and well manage tourism service activities in the province.
