The goal of industrialization and modernization of Agriculture, Rural Development and Agriculture has always been emphasized by Dong Nai throughout the province’s socio-economic development history. This is the reason why an industrial province like Dong Nai always maintains the leading flag in new rural construction (NTM).

Comprehensive journey

During the resistance wars against foreign invaders, the People’s Republic of China and the People’s Republic of China contributed greatly in terms of human and material resources to the cause of the struggle for national liberation and defense of the Fatherland. Before 1975, the province’s agricultural and rural areas suffered many injuries and losses due to war devastation. Going into the war, this area suffered consequences due to the subjectivity and haste in reforming and accelerating agricultural cooperation, which stifled agricultural production and the lives of farmers.

Agriculture, people and rural areas, especially in remote areas and ethnic minority areas, are often places subject to many risks. Rural people often face natural disasters, epidemics, and economic risks such as crop failure, unemployment, market price fluctuations, low income…, further creating disparities in income. life and income between rural and urban areas.

Therefore, throughout the development process, the Party Committee and Dong Nai government always identify the issue of Agriculture – People – Rural Affairs as a strategic, important, regular and urgent task. Based on the above perception, before Resolution No. 26-NQ/TW in 2008 of the Party Central Committee on Agriculture, People and Rural Affairs, from the beginning of 2007, the Provincial Party Committee decided on the policy of building “4 haves” in rural areas: improved economic life; have synchronous socio-economic infrastructure; have a good cultural life – security and safety guaranteed; have a sustainable ecological environment. The ultimate goal is to develop agricultural production and constantly improve the material and spiritual life of farmers.

According to Vice Chairman of the Provincial People’s Committee Vo Van Phi, by 2024, the province’s goal is to have 100% of new rural communes improve. Because Dong Nai is always ahead in building new rural areas, this year, the province will coordinate with the Ministry of Agriculture and Rural Development to organize a preliminary assessment of the pilot model new rural area of ​​Xuan Loc district to have a basis for the new rural development phase. The next stage of development in building new rural areas in the country.

The process of building “4 yes” rural areas in Dong Nai has created a very important initial foundation for the Party Committee and provincial government to continue to lead and direct the effective implementation of the Resolution. No. 26 and the National Target Program on Building New Rural Areas in the province.

With the motto “Reasonably mobilize the people’s strength to care for the people”, farmers are always the center and subject in the process of building new rural areas. Not only are they beneficiaries, but more importantly, farmers are the ones who determine the implementation, effectiveness and success of the new rural development process.

Dong Nai is always in a proactive position to prepare for the next phase to “not rest” on the achievements it has achieved in building new rural areas. In 2014 – when there were two localities finishing the first NTM district in the country, Xuan Loc and Long Khanh town (now Long Khanh city), Dong Nai proactively issued a set of advanced NTM commune criteria in 2014. 2015. Since 2019, Dong Nai has consolidated the entire legal basis to build sustainable rural areas for the next stage. In particular, two directives were issued by the Standing Committee of the Provincial Party Committee, including: Directive on the One Commune One Product (OCOP) Program and Directive on continuing to build new rural areas and enhanced rural areas, especially issued a set of criteria for model rural areas. Recently, sets of criteria for new rural areas, advanced rural areas, and model rural areas for the period 2021-2025 were issued to meet the requirements of rural development in both theory and practice.

In the work of directing propaganda and campaigning to build new rural areas, the province eliminates the mentality and ideology of dependence and passively waiting on the state budget. From the province to the localities, all pay great attention to Party building, innovating leadership methods, and arranging qualified and capable officials suitable to task requirements. Here, the role of the head of party committees, agencies and units is very important. Accordingly, many localities in the province have rotated a series of commune secretaries and chairmen. Thanks to this approach, the situation of building new rural areas in the area at all levels has changed very quickly, erasing the mindset of expectation and dependence of the staff.

A bountiful harvest of sweet fruits

In 2010, Dong Nai embarked on implementing the National Target Program on New Rural Areas Construction. At the end of the 10-year journey of building NTM 2010-2020, the province achieved many impressive results when two localities reached the first NTM district of the country in 2014. In 2018, Xuan Loc district was selected by the Central Government as the first NTM district in the country. One of four localities in the country piloting the construction of a model rural district. In 2019, Dong Nai was one of the first two provinces in the country to complete the task of building new rural areas; Honored to be awarded the Third Class Independence Medal by the President for outstanding achievements in the Emulation Movement of the whole country joining together to build new rural areas.

By the end of 2023, Dong Nai will have 105 advanced rural communes and 27 model rural communes; Ranked 2nd in the country in the number of advanced NTM communes and model NTM communes. This is also the year Dong Nai had its first advanced rural district, Xuan Loc district.

The material and spiritual life of the majority of rural people continues to improve clearly, and the quality of life is constantly improved. Specifically, the average income of rural people in the province by the end of 2014 reached nearly 32.6 million VND/person/year and increased to nearly 64.7 million VND/person by 2022. Currently, many NTM communes Increasingly, model rural areas in the province reached nearly 90 million VND/person/year.

Deputy Director of the Department of Agriculture and Rural Development Le Van Goi said that Dong Nai is among the top in the country in investing in rural infrastructure such as roads, electricity, irrigation… Period 2008-2021 , the total investment resources for rural infrastructure of the province is over 930 trillion VND, of which budget resources account for only 7.15%, the rest is credit capital and capital from businesses and people. Up to now, the province has not had a situation of outstanding debt.
