Implementing the Resolution of the XXII Provincial Party Congress, the Provincial Party Executive Committee, People’s Council and Provincial People’s Committee have focused on researching and identifying advantages from the intersection with the Eastern North-South Expressway in Dong Giao (city). At the extraordinary meeting on May 12, 2021, the Provincial People’s Council term XIV approved the investment policy for the East – West route, phase I. With the spirit of action, the Provincial People’s Committee assigned the Department of Transport to preside over and coordinate with relevant units to research, survey, evaluate and plan the route direction and scale. Based on the implementation results, the Party Committee of the Provincial People’s Committee agreed and proposed investment in the construction of the East – West route, phase I of the Tam Diep – Nho Quan section and had the Provincial Party Standing Committee conduct a field survey. , agree to the project investment plan. The project has a total route length of 22.95 km; Phase I investment scale is 4 lanes; Land clearance is carried out according to the planning of 8 lanes with a width of 70 m; The project goes through Tam Diep city and Nho Quan district with a total investment of over 1,900 billion VND.

The project’s starting point is connecting to National Highway 1 via Dong Giao street in Tay Son ward, Tam Diep city; The end point intersects with National Highway 12 in Van Phong commune, Nho Quan district; total length 22.9 km. The route also connects with the Eastern North-South Expressway at the Dong Giao intersection.

This is also the largest-scale traffic project ever invested in the province approved by the locality, with high technical requirements and the largest clearance volume. After only 10 months since the policy was issued, the project has completed investment procedures and started construction on the occasion of celebrating the 200th anniversary of the name Ninh Binh and 30 years of re-establishment of Ninh Binh province, shortening 50% of the time to complete investment procedures according to regulations for equivalent projects.

Identified as a key project, it must be completed as soon as possible to create motivation and a breakthrough in the province’s immediate and strategic, long-term socio-economic development. When completed, the route will open up space, space and create new motivation to promote the development of the southern region of the province, contributing to reducing the hot development load in the heritage area, especially protecting the ecological environment. for Trang An World Cultural and Natural Heritage. Up to now, the entire site has been handed over for project construction. Of which, the land area that needs to be cleared in Tam Diep city is 48.20 hectares; Nho Quan district is 128.65 hectares.

In particular, the section connecting from Dong Giao intersection of Mai Son Expressway – National Highway 45 to National Highway 1A and connecting to Nho Quan district with a total length of 7, km has been completed, eligible for exploitation and traffic in Lunar New Year Giap Thin 2024. Currently, contractors are focusing on completing the remaining construction. Development for about 50,000 hectares in the south of Ninh Binh province, especially the mountainous and ecological areas of Nho Quan district, Tam Diep city, Yen Mo district and the entire coastal area of ​​Kim Son district. At the same time, create a strategic traffic axis, synchronously connected with the province’s transport system; connecting economic centers with the World Cultural and Natural Heritage Site of Trang An scenic complex, Cuc Phuong mountain forest and Kim Son coastal area full of potential; opening up space, creating new space and motivation to promote rapid and sustainable socio-economic development of Ninh Binh province.

In particular, the route connects synchronously with important traffic axes of the country such as: the Eastern North – South Expressway, National Highway 1A, coastal road, North – South railway…; opens up interconnection with the Ho Chi Minh route and interregional connection between the Northwest region (Hoa Binh, Son La) and the Red River Delta region…
