Quy Hop (Nghe An): Many projects funded by the National Target Program 1719 have not yet been able to start construction

Through our research, in the period 2021-2025, the total capital allocated to the National Target Program for socio-economic development in ethnic minority and mountainous areas in the period 2021-2030, phase 1 from 2021-2025 (program National Target 1719) of Quy Hop, is nearly 340 billion VND. Currently, there are 130 works and projects approved by the Provincial People’s Council; Of which, there are 110 works and projects invested in by the commune and 20 works and projects invested in by the district.

This is a valuable resource to contribute to changing the face of Quy Hop mountainous district – a district with nearly 54% ethnic minorities, with 14/21 communes of region III.

As of March 2024, the total investment capital allocated to the district is 249,348 billion VND to allocate to 85 projects (20 projects are invested by the District People’s Committee and 65 projects are invested by the Commune People’s Committee. ) and 1 housing support package (housing support has been provided for 52 households with a cost of 2.88 billion VND).

What is very interesting is that of the 85 projects mentioned above, 46 projects have been completed, 13 projects have started construction and there are still 26 projects that have not yet started construction. Of the 26 projects that have not yet started construction, there are 21 projects invested in by the People’s Committees of the communes, and 5 projects invested in by the District People’s Committees, including 1 transitional project (Construction, medical examination and treatment facility, housing). Department of testing and diagnostic imaging, power station; renovating the 2-story house of the District Medical Center) and 4 new construction projects starting in 2024 (Construction of a centralized domestic water project in Khang village, Yen Hop commune; Construction of centralized domestic water works in Tay Loi hamlet, Van Loi commune; Construction of centralized domestic water works in Xuan Loi hamlet, Van Loi commune; Construction of roads from Bac Son commune, Quy Hop district to Thach commune Ngan, Con Cuong district).

Currently, of the 26 projects that have not yet started construction, only the project to build a road from Bac Son commune (Quy Hop district) to Thach Ngan commune (Con Cuong district) is taking steps to submit the drawing design for approval. construction and estimates.

According to Director of the Project Management Board of Quy Hop district (Nghe An) Pham Dinh Thong, the projects have not yet started construction because of problems with procedures in the province. These are projects that must go through 2 steps, of which step 1 is the Provincial People’s Committee approving the contractor selection plan and approving the design consultant.

Mr. Thong added: from June 2023, these projects will have their feasibility study reports approved by the province, and by February 2024, the province will have a decision to approve contractor selection. After this step, the district will take the next steps. All projects have the same content: they have to go through 2 steps, but in step 1, the province approves slowly, leading to slow steps in the next steps.

The implementation of the National Target Program 1719 in Quy Hop district also encountered many other difficulties and obstacles. According to local leaders, during the implementation of Subproject 1 of Project 3, there was no funding to support management, inspection, and acceptance of implementation. Particularly in Lien Hop commune, because there is no digitized map yet, difficulties affect the process of measuring and building a digital map of forestry land, leading to deviations from the actual land allocation according to Decree 163.

For Subproject 3 of Project 5, the allocated capital for implementation in 2022 – 2023 is too much compared to the vocational training needs of workers (about 110 primary vocational classes of less than 3 months). The District People’s Committee has assigned each commune to open 2-3 elementary level training classes (less than 3 months of training) in 2023, but the communes cannot do so, due to the low demand for vocational training among workers. , registering to study many different professions, making it difficult for students to recruit students and open classes.

On the other hand, the physical infrastructure system and the number of vocational teachers at the district Vocational Education and Continuing Education Center are lacking; Not to mention, the district Vocational Education and Training Center does not have the function of providing vocational training for less than 3 months. Meanwhile, in Quy Hop district there are no vocational education schools for training, leading to difficulties in implementation.

Overcoming difficulties and speeding up the implementation of projects under the National Target Program 1719 are the key contents that the Party Committee and authorities of Quy Hop district are implementing diligently. Quy Hop district leaders emphasized leadership and direction solutions in the immediate future to speed up the implementation of the National Target Program 1719, which is to further strengthen the leadership of party committees at all levels and direction. , administration of the government from district to grassroots, focusing on the role of inspection, supervision and propaganda of the Ethnic Committee of the District People’s Council, the Fatherland Front Committee, mass organizations and the people.

In addition, the district will urge and focus on directing and accelerating the progress of completion, disbursement and settlement of works and projects in 2022, 2023 and works and projects implemented in 2024 associated with the Coordinate inspection, inspection and supervision of a number of programs, policies and projects that have been and are being implemented in a number of establishments in the area./.
