From 2011 to present, the number of tourism facilities in the province increased more than 9 times, from 102 facilities to 921 facilities, capacity increased from 1,392 rooms to more than 8,400 rooms. By the end of the first quarter of 2024, it will increase to 965 facilities and 8,839 rooms. Since the application of the 2017 Law on Tourism, the rate of tourist facilities qualified to operate and with star ratings has increased. Of the 51 tourism facilities registered for ranking, there are 2 facilities with 4 stars, 4 facilities with 3 stars, 18 facilities with 2 stars and 27 facilities with 1 star. Many star hotels were built in Ha Giang city, Dong Van and Meo Vac districts, able to serve large provincial and inter-provincial events. Along with that, businesses and people invest in building bungalows, homestays, and tourist camping sites with large capacity to serve tourists.

Up to now, 95% of tourism facilities are operating normally, 5% of facilities are less or not operating due to few visitors, especially in some community cultural tourism villages such as Tat Nga, Niem Son, Khau Vai (Meo Vac). , Thanh Son (Vi Xuyen), Khiem village (Bac Quang), some facilities are undergoing repair and investment in upgrading. The average annual room occupancy capacity basically meets the needs of tourists. On holidays and New Year, the room occupancy capacity in districts of the Unesco Global Geopark of Dong Van Karst Plateau reaches 100%. . Tourism facilities expand additional services to meet increasing tourist needs such as: Health care, beauty, sports, conference, seminar, and entertainment services. The whole province has about 6,000 workers working directly at tourism facilities; This force basically does not have formal training qualifications, only participates in professional training classes organized by all levels and branches, the labor quota/room is still low, and the lack of qualified workers affects the quality of service. unstable service.

The rapid increase in quality and quantity of tourism facilities increasingly meets the needs of tourists, aiming to build tourism into a key economic sector of the province; However, it also puts great pressure on the management work of the authorities. Since 2018, the management of tourism facilities will be carried out in accordance with the 2017 Law on Tourism and decrees and circulars guiding implementation with specific regulations on rights and obligations for each participating party; create favorable conditions for investment in tourist accommodation business, increase the responsibility of management agencies and professional social organizations on tourism. The ranking of tourism accommodation facilities is changed from a mandatory requirement to a voluntary one, creating initiative for establishments and tourism accommodation business conditions being reduced in all types. The Department of Culture, Sports and Tourism (VHTT&DL) rates tourism facilities at 3 stars or less and regularly checks the quality, evaluates conditions, and issues notices on tourism facilities to ensure service to tourists.

According to the assessment of the authorities, the majority of establishments strictly comply with the law, however there are still many shortcomings that need to be overcome, in which, some tourist facilities do not fully meet regulations on prevention and control. fire and fire fighting, environmental protection; The dissemination and propaganda of legal documents, standards guidelines, and technical regulations have not been given due attention; Periodic reporting has not been fully implemented; Advertising the wrong type of star rating or advertising a star rating when it has not been recognized by competent authorities causes misunderstanding about service quality. The whole province has 297 establishments that do not meet the conditions for tourist accommodation services, including 6 hotels, 65 motels, 10 guest houses, 1 camping site, and 215 homestays. The above shortcomings require authorities and localities to continue implementing synchronous solutions according to Directive No. 08 of the Prime Minister on comprehensive, rapid and sustainable tourism development to strengthen management. tourist accommodation service business activities, including: Strengthening inter-sectoral and inter-level coordination in inspection, supervision, and handling of violations from the stage of appraisal, licensing of investment projects, to ensuring business conditions after the project is completed and put into operation; Not issuing business licenses and related documents according to the provisions of law for cases of intentional violations and strictly handling violations; continue to propagate and improve the quality of tourism accommodation system services, regulations and standards for tourist accommodation activities; Regularly check and monitor the quality of accommodation services; Organize training courses to improve hotel management qualifications and vocational skills for managers and tourism hotel staff; Review, supplement and complete the system of standards and regulations on tourism infrastructure to meet international integration requirements; Promote reform of administrative procedures, promulgate policies to encourage tourism development; promote digital transformation; meet, dialogue, and remove difficulties and obstacles for businesses and business households, and at the same time honor and reward groups and individuals that provide good quality tourist accommodation services; Support and guide tourism databases to prepare applications to participate in the annual ASEAN Tourism Awards.
