Mr. Nguyen Manh Cuong, Director of the Department of Science and Technology, said: Recognizing the role of intellectual property in socio-economic development, the Department recently advised the Provincial People’s Committee to issue Decision No. 3683/QD- People’s Committee (October 21, 2021) “Approving the Intellectual Property Development Program in Quang Ninh province until 2030; advising the Provincial People’s Council to promulgate Resolution 313/2020/NQ-HDND “On a number of financial mechanism to encourage organizations, individuals, and businesses in science and technology activities in Quang Ninh province.” From 2020 to now, each year the province supports over 1.8 billion VND for 50 units and organizations. organizations, individuals, and businesses on science and technology activities, including intellectual property activities. In particular, the Department always accompanies and strengthens activities to support the implementation of IP rights for local products and products. OCOP focuses on supporting activities to establish industrial property rights on trademarks, industrial designs, inventions, utility solutions, new plant varieties, collective marks, certification marks, and certificates. geographic guide; applying advanced management tools and systems; Participation in technology and equipment markets, brand fairs…

To date, Quang Ninh has many local products certified with trademarks associated with signs indicating geographical origin, such as: Quang Yen safe vegetables, Tan An chicken eggs, Quang Yen sea crabs; Binh Lieu seaweed vermicelli, Binh Lieu honey, Binh Lieu sesame oil; Ba Che green lim mushroom, Ba Che apricot shoots, Ba Che honey; Some certified brands: Ba Che yellow flower tea, Ba Che purple ba kich tea. From 2020 up to now, implementing Resolution No. 13-NQ/TU dated April 28, 2023 of the Provincial Party Committee “On the development of science, technology and innovation until 2030”, the Department of Science and Technology has supported Promote brand development for 24 4-star OCOP products and 76 3-star OCOP products of the province through registration of intellectual property rights protection. At the same time, maintain the operation of the Industrial Property Information and Service Station (IPPlatform), to support customers in searching and providing information about IP; Connect, consult and support the exploitation and development of inventions to serve production development.

According to statistics from the Department of Science and Technology, Quang Ninh currently has nearly 2,000 trademark protection titles, over 30 inventions and useful solutions have been granted protection titles, and dozens of new plant varieties have been registered. Among them, Dat Viet Tile Joint Stock Company has 6 inventions and useful solutions that have been granted protection certificates and received funding support according to Resolution No. 313/2020/NQ-HDND of the Provincial People’s Council. These inventions have been applied to actual production every year, benefiting the Company tens of billions of dong, contributing to improving productivity and product quality, reducing costs, and saving raw materials.

In 2024, the Department of Science and Technology continues to implement the Intellectual Property Development Program in the province until 2030. It focuses on “Building, managing and developing the collective brand of Mong Cai Sweet Potatoes for products”. from sweet potatoes of Mong Cai city”; “Building, managing and developing the collective brand Ha Long shrimp floss for shrimp floss products of Ha Long City”. The two products have received brand development funding support of 720 million VND according to Decision No. 3683/QD-UBND of the Provincial People’s Committee, phase I of 2024.

Ms. Pham Thi Chinh, Director of Ba Che District Agricultural Technical Services Center, said: Ba Che medicinal hill chicken is one of the products in the process of registering for intellectual property rights protection. Through monitoring, supervising, guiding, and helping to implement a number of pilot models of raising chickens combined with medicinal supplements, it shows that the development models are very favorable, and the Ba Che Medicinal Hill Chicken product is considered is a specialty with high economic value. In order for medicinal hill chicken to have a foothold in the market and develop steadily, in addition to focusing on quality, the locality is very interested in building a brand and registering and establishing rights for the product. The locality has coordinated with the Center for Research and Development of Agricultural Systems (Institute of Food and Food Crops, Vietnam Academy of Agricultural Sciences) to complete the registration application for certification of the trademark “Medicinal Hill Chicken”. Ba Che” with the National Office of Intellectual Property (Ministry of Science and Technology). The Department of Science and Technology supported the unit in registering the use of geographical names, confirming production area maps and implementing registration procedures to establish intellectual property rights for products.

IP protection activities are an effective tool to protect product brands, increase competitiveness, and expand product consumption markets. Thereby contributing to a more effective implementation of the OCOP program, the new rural development program becomes increasingly in-depth, effective and sustainable.
