Hearing that Nguyen Ai Quoc came to Guangzhou (China) and founded the Vietnam Revolutionary Youth Association (June 1925), in mid-1926, Tran Phu along with Le Duy Diem, Ton Quang Phiet, Nguyen Trong Binh… went to China. to find Nguyen Ai Quoc.

In Guangzhou, after meeting Nguyen Ai Quoc, Tran Phu was selected to join a training class of young patriotic intellectuals, the core of the Vietnamese revolution, directly taught by Nguyen Ai Quoc himself. In this training class, Tran Phu received from Nguyen Ai Quoc basic knowledge about the theory of Marxism-Leninism, about proletarian revolution, about a revolutionary party… This is the knowledge Initially helped Tran Phu expand his awareness and understanding so that from a young man with patriotic revolutionary thoughts, he changed to a proletarian revolutionary stance.

At the end of the training class, Tran Phu was sent by Nguyen Ai Quoc to return home to work. He actively propagated revolutionary and enlightened views and guidelines to mobilize more young people to join the Association. Through practice, Tran Phu realized the necessity of merging the Phuc Viet Association with the Youth Association. He went to Guangzhou to report and ask for instructions from Nguyen Ai Quoc on this matter.

Agreeing with Tran Phu’s proposal and recognizing his qualities, in early 1927 Nguyen Ai Quoc sent him to the Soviet Union to study at the Communist International’s Oriental University, and at the same time sent a letter of introduction to Tran Phu. as Secretary of the Party cell of Vietnamese students studying there. In October 1929, after graduating from the course, Tran Phu returned to Hong Kong (China) to meet with Nguyen Ai Quoc to discuss coordination of operations. He had a thorough discussion with Nguyen Ai Quoc about the situation of the Indochina revolution and the upcoming work of the Vietnamese revolution, including the establishment of the Communist Party and the Party’s Platform of Activities.

After the Communist Party of Vietnam was established (February 3, 1930), Tran Phu was sent by Nguyen Ai Quoc to work domestically to experience practice and draft a “Political Theses”. In early July 1930, Tran Phu was added to the Provisional Party Committee of Tonkin and was elected Secretary to replace comrade Trinh Dinh Cuu. In a small room in the basement of house number 7, Jean So Ler street, now house number 90, Tho Nhuom street (Hanoi), Tran Phu wrote the “Political Theses”.

In October 1930, at the first conference of the Party Central Committee held in Hong Kong (China), comrade Tran Phu was elected as the first General Secretary of the Party. At this Conference, the Central Executive Committee approved the Party’s “Political Theses” drafted by comrade Tran Phu. The document inherits, develops and has high consistency with the “Brief Political Platform” and “Brief Strategy” proposed by Nguyen Ai Quoc in the Party Establishment Conference.

Nguyen Ai Quoc’s views on great national unity and the strategy of gathering forces were not only included in Tran Phu’s “Political Theses” but also specifically applied in practical guidance. As in the “Central Directive to the Central Party Committee on the issue of Party purging” (May 20, 1931), it is recorded: “The Central Party Committee, especially the Secretary, issued instructions to clear the Party, writing clearly every word to purify intellectuals. , wealth, land, moat, dig to the root, uproot to the root, then where are the roots to dig, where are the roots to be uprooted…”. Or in the “Directive on the issue of establishing the Allied Anti-Imperial Association” (November 18, 1930), it was clearly stated: “Organize the mass of the masses, absorb the national intellectual classes… even the Landlords have a mindset of hatred for French imperialism, bringing all those classes and individuals into the ranks of fighting against French imperialism”…

At that time, only a loyal and intelligent student, sensitive to practical situations like Tran Phu, was brave enough to absorb and apply the views on gathering forces to make a national revolution in Vietnam. Nguyen Ai Quoc’s Vietnam is like that.

Comrade Tran Phu served as General Secretary for less than a year (from October 1930 to April 1931), but he flashed like a “shooting star”, because of his talent and bravery, and received an outstanding teacher. Nguyen Ai Quoc trusts and guides. That intelligent and excellent student always followed his teacher to achieve harmony between the common things of the international communist movement and the particular things of the Vietnamese revolution; between Nguyen Ai Quoc’s very practical Vietnamese national revolutionary policy and the policy of the Communist International. And, one of the milestones was that on April 11, 1931, the Executive Committee of the Communist International decided to recognize the Indochina Communist Party as an independent cell of the Communist International.

The great loss for the Vietnamese revolution was when the revolution encountered difficulties after the Nghe Tinh Soviet movement, General Secretary Tran Phu was arrested, brutally tortured by the enemy and on September 6, 1931, he died. He breathed his last at Cho Quan Hospital, Saigon.

As the first General Secretary of the Party, an excellent student of President Ho Chi Minh, comrade Tran Phu set a shining example of absolute loyalty, creativity and great dedication to the revolution.
