The plans propose a series of new mechanisms, including diversifying capital sources and investment forms, creating favorable business conditions for businesses of all economic sectors to invest in the energy and exploration sectors. , exploiting and processing minerals, meeting the country’s economic development requirements in the new situation.

Plans to implement the plans identify tasks, solutions, methods, and coordination mechanisms between ministries, branches and People’s Committees of provinces and centrally-run cities, professional associations, and businesses to Implement planning to ensure synchronization, unity, optimization, and resource efficiency. Land use needs are calculated in accordance with Resolution No. 39/2021/QH15 dated November 13, 2021 of the National Assembly on National Land Use Planning for the period 2021 – 2030, vision to 2050, national land use for 5 years (2021 – 2025).

Expected demand for land use for the development of energy sector facilities and infrastructure is about 93.54 – 97.24 thousand hectares in the period 2021 – 2030 and is oriented to be about 171.41 – 196.76 thousand hectares in the period 2021 – 2030. period 2031 – 2050. The sea surface area for offshore projects is estimated to be about 334,800 hectares by 2030, and about 1,302,000 – 1,701,900 hectares by 2050. All investment capital for energy sector projects uses capital sources other than public investment capital. The total investment capital needs of the energy industry for the entire period 2021 – 2030 are about 4,133 – 4,808 trillion VND.

Ensure infrastructure for storing crude oil, raw materials and products for petroleum production and processing to meet at least 20 days of net import in the period 2021 – 2030, up to 25 days of net import in the period after 2030.
