This is the first report to provide a comprehensive approach, combining scientific basis with international experience and practical policy thinking to develop the creative economy in Vietnam.

Speaking at the opening of the Workshop, Director of the Central Institute for Economic Management (CIEM), Dr. Tran Thi Hong Minh commented that after nearly 40 years of innovation, Vietnam has achieved profound achievements in socio-economic development in general and economic growth in particular. However, we still have to face risks and challenges related to the quality and sustainability of growth. Growth still relies significantly on increased input resources and labor/resource-intensive industries. The contribution of factors directly linked to improving quality, labor productivity, competitiveness and innovation is not commensurate with expectations.

Meanwhile, we are moving towards a vision and long-term development goal, specifically becoming a developing country with an upper middle income by 2030 and becoming a high-income country by 2045. To realize this vision and development goal, maintaining high economic growth is a prerequisite. However, we have been facing great challenges when the traditional growth model based on increasing capital, unskilled labor, land, and natural resources has reached its limit. In that context, we must constantly innovate, both in thinking, methods and models to “create” new spaces for economic growth.

The use of new technologies in the 4.0 Industrial Revolution has been opening up many new opportunities for the creative economy, many new ways to produce, distribute and generate income from content. Disruptive technologies have helped the creative industries become an investable sector in many emerging markets. Digitalization can also have a positive impact on the protection of creative assets. Vietnam has made initial efforts to access creative industries and services.

However, Vietnam needs to learn from the experiences of both developed and developing countries in developing the creative economy in aspects such as: approaching creative economic development based on a deep awareness of the importance of this economic model; attach importance to building and perfecting institutions and policies for creative economic development; promote good examples, improve the theoretical basis and information system on creative economic measurement; Attracting talent is associated with developing the education and training system to serve the creative economy and developing creative industry networks and clusters.

Accordingly, the Report analyzed the strengths, weaknesses, opportunities and challenges for creative economic development in Vietnam. Strengths include: rich and diverse cultural heritage; young, dynamic and technologically proficient population; Positive policy changes towards new economic models. Weaknesses include: inherent limitations in funding, especially in traditional creative sectors; There is a lack of skills related to the creative economy in many creative groups (especially middle-aged and elderly people, women, localities with difficult socio-economic conditions… ); Inadequacies in “hard” and “soft” infrastructure for creative economic development.
