The 36 billion commercial center at the gateway to the Hue Citadel is abandoned and unkempt

An Hoa Commercial Center project in Tay Loc ward (Hue city) is invested by Hoang Phu Company Limited with an area of ​​6,257m2, total investment of 36 billion VND.

The project has a closed 3-storey scale, and construction started in July 2009. After constructing a number of items, the project stopped construction in 2012 and has been abandoned until now.

At the scene, the project has only built the foundation and first floor column system, many vertical concrete pillars, bare iron and steel core, rusty… Around the project, weeds and trees grow luxuriantly.

The surrounding corrugated iron fence is also torn, and in many places people use it to dry clothes, creating an unkempt scene.

It is worth mentioning that the project is located on the front of Le Duan Street (the main road, running through the center of Hue city) and Tang Bat Ho Street (connecting the northern entrances of Hue Citadel), on one side is the An Hoa Canal. (Later Ho citadel).

People living near the project said that the cessation of construction not only causes waste of land resources, affecting the overall development of the northern area of ​​Hue urban area, but also destroys urban aesthetics.

According to Ms. Vo Thi Que Huong, Deputy Director of the Department of Planning and Investment of Thua Thien Hue province, due to the project being behind schedule and stopping construction on the ground for a long time, by June 2016, Thua Thien Hue province has decided to terminate the operation of the An Hoa Trade Center project.

After that, the investor filed a lawsuit at the People’s Court of Thua Thien Hue province and the High People’s Court in Da Nang.

In 2018, the High People’s Court in Da Nang issued a judgment upholding the decision to terminate project activities of the Department of Planning and Investment of Thua Thien Hue province.

However, Hoang Phu Co., Ltd. still does not accept the verdict and has petitioned the Supreme People’s Procuracy to issue a decision to appeal the cassation, appeal the judgment of the High People’s Court in Da Nang, and send to the Supreme People’s Court.

In 2021, the Supreme People’s Court decided not to accept the cassation appeal decision and upheld the administrative appeal judgment of the High People’s Court in Da Nang.

According to the Department of Planning and Investment of Thua Thien Hue province, in 2019, the People’s Committee of this province issued a decision to recover land to implement the An Hoa Trade Center project and assign it to the Land Fund Development Center for management.

However, up to now, Hoang Phu Company Limited has not yet handed over the land, so it cannot handle the invested assets. The People’s Committee of Thua Thien Hue province has directed relevant departments and branches to advise on plans to handle assets on land.

According to the information board outside the project, reporter Dan tri Find the address of Hoang Phu Co., Ltd. at Huynh Thuc Khang Street (Dong Ba Ward, Hue City), but there are only shops selling engines and transporting tourism goods, cars, and interior decoration. .

A store employee said that the headquarters of Hoang Phu Co., Ltd. is still here but the director is “away”. When asked about the An Hoa Trade Center project, this person shook his head and said he did not know.

Contacted via phone number, the investor’s representative said that the project is in the process of investment and construction, the recovery is against the law, so it has not yet accepted to return it to the State.
