The Ministry of Public Security searched the private home of former Chairman of Binh Thuan Provincial People’s Committee Le Tien Phuong

At 1:30 p.m. today, April 26, the Police Investigation Agency of the Ministry of Public Security (C01) conducted a search warrant at the private home of Mr. Le Tien Phuong, former Chairman of the People’s Committee of Binh Thuan Province (term 2011-2016) on Nguyen Tuong Street, P. .Phu Thuy, Phan Thiet City (Binh Thuan).

At the same time as the search of Mr. Le Tien Phuong’s private home, the working groups of C01 of the Ministry of Public Security conducted a search of the private home of the former Director of Binh Thuan Department of Construction Xa Duong Thang (on extended Tuyen Quang street), former Deputy Director of Binh Thuan Tax Department Nguyen Xuan Phong, related to the case that occurred at Phan Thiet Beach Tourism Urban Area (invested by Rang Dong Group).

The roads leading to Nguyen Tuong Street and Tuyen Quang Street were blocked by regional police under Binh Thuan Police to serve the search work of the Police Investigation Agency of the Ministry of Public Security.

Former Chairman of Binh Thuan Provincial People’s Committee Le Tien Phuong, former Director of Construction Department Xa Duong Thang, former Deputy Director of Binh Thuan Tax Department Nguyen Xuan Phong were prosecuted in the case of “violating regulations on management, Using state assets causes loss and waste.” The case was prosecuted for investigation from March 1, 2023.

The defendants prosecuted include: Le Tien Phuong; Xa Duong Thang; Do Ngoc Diep, former Chairman of Phan Thiet City People’s Committee; Ho Nhu Hai, former Deputy Director of Southern Information and Valuation Joint Stock Company – Binh Thuan Branch; Le Anh Huy, former Head of General Administration Department of Binh Thuan Province Land Management Branch.

Sentence upon sentence

In addition, the Ministry of Public Security also prosecuted defendant Nguyen Van Phong, former Deputy Director of the Department of Finance, former standing member of the Land Valuation Council, former Vice Chairman of the People’s Committee of Binh Thuan province; Ho Lam, former Director of the Department of Natural Resources and Environment; Le Nguyen Thanh Danh, former Deputy Director of the Department of Natural Resources and Environment; Nguyen Thanh Cho, former Director of the Land Management Department of Binh Thuan province; Le Nam Hung, former Deputy Head of the Land Management Branch of Binh Thuan Province and Pham Duy Cuong, former Deputy Head of the Department of Land Economics, Land Management Branch of Binh Thuan Province, former Head of the Natural Resources and Environment Department Phan Thiet City (6 defendants are all serving prison sentences in the case of “violating regulations on management and use of State assets causing loss, waste and irresponsibility causing serious consequences”, occurred at Tan Viet Phat 2 Commercial, Service and Residential Area Project, Binh Thuan province).

In this case, only defendant Nguyen Xuan Phong was released on bail to serve the investigation.

Regarding violations at Phan Thiet Beach Tourism Urban Area, in Phu Thuy Ward, Phan Thiet City (invested by Rang Dong Group), on March 1, 2023, Permanent Deputy Head of the Investigation Police Agency Ministry of Public Security, Lieutenant General Do Van Hoanh signed a decision (No. 09/QD-VP CQCSDT) to prosecute a criminal case of “violating regulations on management and use of state assets causing loss and waste” , stipulated in clause 3, article 219 of the Penal Code.

The decision to prosecute the case of the Police Investigation Agency of the Ministry of Public Security clearly stated: “Based on the source of information denouncing the crime of Mr. NMH, Mr. NVT, Mr. NMQ (residing in H. Duc Linh and Phan Thiet City) denounced him. Nguyen Ngoc Hai, former Chairman of the People’s Committee of Binh Thuan province and related people of the People’s Committee of Binh Thuan province, “violated regulations on land management; violating regulations on management and use of state assets causing loss, waste and abuse of position and power while performing official duties”, occurring at Tan Viet Commercial, Service and Residential Area Project Phat 2 (3 plots of land 18, 19, 20) belongs to the land fund on both sides of DT.706B road, Phu Hai Ward, Phan Thiet City and a number of other projects in Binh Thuan province.

Based on the results of the expanded investigation of the case “violation of regulations on management and use of state assets causing loss and waste”, according to the decision to prosecute the case No. 08/QD- VPCQCSDT dated February 10, 2022 of the Police Investigation Agency of the Ministry of Public Security continues to clarify the act of “violating regulations on management and use of state assets causing loss and waste” occurring at the Phan Thiet Beach Tourism Urban Area Project and another number of other projects in Binh Thuan province.

After determining that there were signs of a crime “violating regulations on management and use of state assets causing loss and waste”, the Police Investigation Agency of the Ministry of Public Security decided to prosecute a criminal case to investigate the evidence. Thus, after exactly 1 year and 2 months of prosecuting the case, the Police Investigation Agency of the Ministry of Public Security has prosecuted individuals involved in violations that occurred at Phan Thiet Beach Tourism Urban Area, led by the Central Committee. Rang Dong group is the investor.

The Police Department of the Ministry of Public Security determined that the People’s Committee of Binh Thuan province allowed the land use purpose of the Phan Thiet golf course (62 hectares) to be converted to urban residential land, without going through a land auction, with the land fee value. At the time of land allocation (2015), it was only about 2.5 million VND/m2² has caused a loss of hundreds of billions of dong to the state budget. Currently, Phan Thiet Beach Tourism Urban Area has been divided into commercial plots by Rang Dong Group for commercial sale of all 20% of the social housing land area.

Mr. Le Tien Phuong, Xa Duong Thang, and Nguyen Xuan Phong were determined to be responsible for the violations in this case.
