Mr. Le Quang Huy – Deputy Director of Nghe An Province Department of Natural Resources and Environment

Reporter: Could you tell us about the implementation of the 2010 Mineral Law in Nghe An province?

Mr. Le Quang Huy: Nghe An is the province with the largest natural area in the country, including terrain from coastal plains, midlands and mountains. Such topographical characteristics have given Nghe An great potential for minerals. There are a number of minerals with high economic value such as white marble and tin ore. Large quantities of minerals such as raw materials for cement production and common construction materials.

In recent years, Nghe An Provincial People’s Committee has issued licenses to exploit and process minerals to serve the needs of socio-economic development and export. Mineral exploitation activities are increasingly strictly controlled, bringing economic efficiency, creating jobs and increasing the province’s budget; At the same time, mineral exploitation creates mineral raw materials for other industries, promoting economic development.

The People’s Committee of Nghe An province has proactively granted licenses to exploit minerals necessary for development, especially land for leveling materials to promptly supply the North-South Expressway Project passing through Nghe An province. An, key projects of the province such as VSIP industrial park, WHA, Hoang Mai 1, coastal roads…

Although recently, the Provincial People’s Committee has directed branches, Provincial Police, and localities to strengthen inspection, review, and handling of legal violations in mineral activities, however, mining activities Mineral resources of licensed organizations still have a number of limitations and violations such as: mining causing environmental pollution, mining beyond capacity, mining outside the boundaries of the mine area, mining at risk. risk of loss of job security.

Faced with that situation, the Standing Committee of the Provincial Party Committee, the People’s Council, and the Provincial People’s Committee have strengthened leadership and direction to Party organizations, departments, branches, and relevant local governments to strengthen state management. about minerals.

Reporter: In recent years, mineral exploitation and processing activities in Nghe An have created a lot of profits for businesses and increased budget revenue. However, reality shows that mineral exploitation activities still have certain bottlenecks. Could you please tell us the problems the locality is facing with this activity?

Mr. Le Quang Huy: Through the actual management of mineral activities in the province, it shows that there are still some problems such as: Mineral Law 2010 and Decrees on minerals, through the implementation process, inadequacies have arisen in the implementation process. current regulations; difficulties and problems during implementation.

Nghe An is a province with a large natural area, a number of valuable minerals are widely distributed, alternating with remote areas, dissected terrain, and riverine and coastal areas, while the team of officials The advisory ministry implementing mineral management is still inadequate in quantity, causing difficulties in protecting unexploited minerals.

A part of the population in remote areas often lives by mining minerals (gold ore, tin ore); In some river areas, people have lived by mining sand for many generations, which is their daily livelihood. To completely handle illegal mining, it must be associated with changing occupations and residences of households. This is a big problem that requires the involvement of the entire political system.

Some Party committees and local authorities do not really pay attention to the protection of unlicensed mineral resources, and there is also a phenomenon of avoidance in handling illegal mineral mining activities. Illegal mining activities still occur in some areas.

Some organizations and individuals, for profit or lacking production capacity, do not invest in modern machinery and equipment to exploit minerals; Mineral exploitation pursues profit without paying attention to safety; Some have defied the law to conduct illegal mineral mining.

Due to the sudden demand for soil minerals as filling materials during the construction of the North-South Expressway and key projects of the province, there were times when demand was not guaranteed. Up to now, the province’s leveled land has basically guaranteed to serve the needs of the North-South expressway and the socio-economic development needs of the province.
