Vietnam – Japan High Level Forum: Promoting legal and judicial cooperation within the framework of the JICA Project

Accordingly, the Ministry of Justice and Vietnamese legal and judicial partner agencies: Central Internal Affairs Commission, Government Office, Supreme People’s Court, Supreme People’s Procuracy, Bar Federation Vietnam coordinated with the Japanese Ministry of Justice, JICA Japan, and the Japanese Embassy in Vietnam to organize the first high-level Forum within the framework of the Project “Improving the quality and efficiency of construction and Law enforcement organization in Vietnam” period 2021 – 2025. This is a closely linked international cooperation project and is also a symbol of the good cooperative relationship between Vietnam and Japan in the field of law. and justice.

Speaking at the Forum, Deputy Director of the Supreme People’s Procuracy of Vietnam Nguyen Quang Dung said that the Supreme People’s Procuracy of Vietnam highly appreciates the initiative of the Ministry of Justice of Vietnam and partner agencies. Vietnam participates in the JICA Project and the Japanese Ministry of Justice, the Japanese Embassy in Vietnam and JICA coordinate to organize the High-Level Forum at the present time for the purpose of evaluating the project implementation situation, provide effective directions for implementing the Project and the need for continued cooperation in the field of law and justice after the end of the current JICA Project.

Based on the goals of the Project, the Supreme People’s Procuracy has designed activities aimed at two main goals: Supporting research on the People’s Procuracy agency in the Vietnamese socialist rule of law state. South in the new period; Strengthen the capacity of the staff and prosecutors of the People’s Procuracy. Specifically, activities include: Supporting the development of research reports on the position, role, functions and tasks of the People’s Procuracy in the socialist rule-of-law state of Vietnam in the new period; Research report on the practical implementation of the provisions of the Law on Organization of the People’s Procuracy in 2014; Develop a handbook to guide the process of managing and resolving cases and temporarily suspended cases; Handbook of skills for practicing prosecution and criminal prosecution of defendants under 18 years of age; Skill Manual for Procurators in Supervision of Temporary Detention and Detention and Skill Manual for Procurators in Supervising Criminal Judgment Execution; Research activities on international experience in the field of developing the Law on Mutual Legal Assistance in Criminal matters. These activities will be carried out throughout the entire 5-year period of the current Project.

In the coming time, the Supreme People’s Procuracy will continue to implement Resolution No. 49-NQ/TW dated June 2, 2005 of the Politburo on Judicial Reform Strategy and continue to research organizational innovation. The organization and operation of the People’s Procuracy system in the spirit of the Party Congress Documents aims to build a system of professional, modern, fair, strict, and integrity-based People’s Procuracy agencies. serving the Fatherland, serving the People; Strengthen responsibility for fighting and preventing crimes and violations; protect justice, protect human rights and civil rights; protect the law, protect the socialist regime, protect the interests of the State, public interests, legal and legitimate rights and interests of organizations and individuals.

Overview of the Forum.

Project “Improve the quality and efficiency of law construction and enforcement in Vietnam” period 2021 – 2025 is a technical assistance project in the field of law and justice funded by JICA Japan for Vietnamese legal and judicial agencies including the Ministry of Justice (which is the governing body) and partner agencies (Central Internal Affairs Committee, Government Office, Supreme People’s Court, Supreme People’s Procuracy, Vietnam Bar Federation). The project is designed and implemented in the context of Vietnam’s efforts to build and perfect the legal system associated with law enforcement organizations, promote judicial reform, and build a Vietnamese socialist rule-of-law state. In the spirit of Resolution No. 27-NQ/TW dated November 9, 2022 on “Continuing to build the socialist rule-of-law state of Vietnam in the new period”, setting each legal and judicial agency many major tasks , important and challenging. By 2023, the Project has passed half of its journey and has achieved positive results.

The report on implementing the Project’s performance results in the period 2021 – 2023 recorded valuable results, lessons, and experiences from Japan in the process of implementing activities, evaluating the advantages and disadvantages. difficulties, problems and causes, thereby serving as a basis to discuss with the Japanese side on solutions to effectively complete the Project in the remaining time as well as propose the need for legal and cooperation cooperation. justice with Japan in the future, meeting the goals of continuing to build and perfect the Vietnamese socialist rule-of-law state in the new period.

Acknowledging the assessments from the Vietnamese side, JICA and the Japanese Ministry of Justice affirmed that they will continue to coordinate closely with the managing agency, the Ministry of Justice, and Vietnamese partner agencies to implement activities. Effectively support the remaining time of the Project, and at the same time, be ready to discuss and exchange cooperation needs between the two Parties in the field of law and justice in the future.

Hopefully, in the coming time, the Ministry of Justice of Vietnam and Vietnamese partner agencies will coordinate closely with the Ministry of Justice of Japan, JICA Japan and Japanese legal and judicial agencies to commit to Effectively deploy planned activities, meet the goals set out in the Project Document, thereby contributing to promoting Vietnam – Japan relations “Comprehensive strategic partnership for peace and prosperity”. prosperity in Asia and around the world.
