Binh Thuan: Accelerate the disbursement of capital for National Target Programs

Up to now, 236,556 million VND has been disbursed, reaching 64.9% of the capital plan, of which the National Target Program for New Rural Construction has disbursed 131,640 million VND, reaching 78.07% of the plan; The National Target Program for sustainable poverty reduction disbursed 13,813 million VND, reaching 25.71% of the plan; The National Target Program for socio-economic development in ethnic minority and mountainous areas disbursed 91,102 million VND, reaching 64.09% of the plan.

Non-business capital from the provincial budget to implement the National Target programs in 2023 is 64,372 million VND, accumulated to date has disbursed 23,134 million VND, reaching 35.94% of the plan.

In 2024, the Central budget assigned to Binh Thuan province to implement the National Target Programs is 408,586 million VND. To date, 12,808 million VND has been disbursed, of which the National Target Program for Rural Construction has disbursed 6,460 million VND; The National Target Program for sustainable poverty reduction has not yet been disbursed; The National Target Program for socio-economic development in ethnic minority and mountainous areas disbursed 6,348 million VND.

Since the beginning of the year, departments and branches have proactively coordinated to implement assigned tasks and promptly advised the People’s Committee to submit to the Provincial People’s Council for promulgation of the Resolution on the capital plan of the National Target Program in 2024. However, many localities is still passive, has not implemented drastic implementation according to the direction of the Provincial People’s Committee in preparing full documents to promptly allocate the 2024 capital plan, so up to now the disbursement rate of the 2024 capital plan of the Programs is still passive. The national target program is still low.

According to Vice Chairman of Binh Thuan Provincial People’s Committee Nguyen Hong Hai, from the beginning of 2024 until now, the progress of disbursement of capital from National Target Programs in the province has been very slow. In the coming time, the Provincial Ethnic Committee, Department of Agriculture and Rural Development, Department of Labor, War Invalids and Social Affairs will coordinate with relevant localities to review assigned tasks to promptly remove difficulties. difficulties and obstacles to speed up the disbursement of capital for National Target programs according to the plan assigned by the Provincial People’s Committee.

For localities that have not yet implemented capital allocation for programs, they must urgently complete it before May 10, 2024; except for projects that do not meet the conditions for capital allocation. At the same time, localities must increase their proactiveness in implementing the National Target Programs.
