Accordingly, around 1:30 p.m. on April 22, at the Yen Bai Cement Factory belonging to Yen Bai Cement and Mineral Joint Stock Company, a particularly serious accident occurred during the repair of crusher No. 3, killing 7 people. died and 3 people were injured.

The Police Investigation Agency of Yen Bai Provincial Police has processed the information about the above crime.

Investigation results determined that, around 12:00 a.m. on April 22, after lunch break, Mr. Le Manh Cuong, born in 1979, residing in Yen Binh commune, Yen Binh district, was the head of the production shift of the finished product workshop with Mr. Nong. Van Tuan, born in 1995, residing in Tan Nguyen commune and 8 other people are all workers working for Yen Bai Cement Factory, transporting materials inside cement mill No. 3 (ball mill) for repair. Repair and replace lining.

At 12:49 on the same day, Ms. Nguyen Thi Tinh (born 1984), residing in Yen Binh town, Yen Binh district – employee of the Central Control Room, observed through the camera screen and discovered Mr. Tuan and a number of people sitting on the chair. crusher number 3 machine repair.

Observing the computer screen, Ms. Tinh saw that there was still power to crusher No. 3, so she called Mr. Tuan to inform him that the machine still had power and requested to cut off the power.

At 1:01 p.m., Mr. Cuong called Mr. Vu Xuan Toan, born in 1979, residing in Yen Binh town, Yen Binh district, head of the production shift of the raw kiln factory, to ask the person on duty in the hot wind room, the 6KV power distribution station to cut off. power source of crusher number 3.

Mr. Toan reported via walkie-talkie to Mr. Nguyen Anh Tuan, born in 1982, residing in Yen Binh town, Yen Binh district, who was a worker on duty in the Hot Wind room to cut off the power source of the crusher.

Mr. Tuan went to the electric circuit breaker and used the crank to pull it, but it didn’t work, so he called Mr. Toan and told him to find an electrician to fix it. Mr. Toan then disconnected the apomat from the control center and went to find an electrician.

At this time, Tran Manh Hung, born in 1980, residing in Yen Thinh ward, Yen Bai city, a material weigher there, took a piece of broom handle made of peeled wood about 80cm long that was available there and poked it. The relay energizes the circuit breaker, starting mill number 3, causing the mill to rotate.

As a result, 7 people inside the crusher died, 3 people sitting on the crusher were thrown to the ground and injured, and were taken to the emergency room and treated at Yen Bai Provincial General Hospital.

On April 23, the Police Investigation Agency of Yen Bai Province issued a decision to prosecute the criminal case “Violation of labor safety regulations” that occurred on April 22, at Yen Cement Factory. Bai belongs to Yen Bai Cement and Mineral Joint Stock Company.

Issued a decision to prosecute the defendant and ordered the defendant to be temporarily detained for Tran Manh Hung.
