On April 26, Supervisory Team No. 1 of the National Assembly Standing Committee led by Deputy Chairman of the Culture and Education Committee Phan Viet Luong worked with the Hanoi Department of Health on “Implementation of policies and laws.” on innovating the organization and management system, improving the quality and operational efficiency of public service units in the period 2018-2023 under the Hanoi Department of Health”.

According to a report from the Hanoi Department of Health, the Hanoi health sector currently has 80 affiliated units including: 3 State administrative units; 77 public service units divided into 3 blocks (42 hospitals, 5 specialized centers, 30 district and town medical centers with 579 commune/ward/town medical stations and 4 maternity homes, 52 rooms regional polyclinic).

Compared to 2016, the number of public service units under the Department of Health decreased by 9 units (2 newly established units and a decrease due to merger of 11 units). The merger and reorganization of units are carried out in accordance with regulations, the organizational structure is arranged and consolidated in the direction of streamlining and reducing focal points.

The effective and reasonable management and use of payroll, classification by job position and arrangement and redeployment ensure structure towards professional and professional positions with a high proportion.

As of December 31, 2023, the number of payroll staff and officials receiving salaries from the 2023 budget compared to 2017 decreased by 11,991 people (equivalent to 55.4%).

To improve the quality of human resources for Hanoi’s health sector, the City People’s Committee issued Decisions on approving the Project on training and recruiting resident doctors in the Hanoi health sector. During the period 2018 – 2023, the Department of Health recruited 112 resident doctors to work at hospitals under the Department.

Regarding the implementation of the autonomy mechanism for public service units, by December 31, 2023, the Department of Health has issued decisions to grant financial autonomy for the years 2023, 2024, 2025 to 77/78 units. affiliated public service positions.

On February 1, 2024, the industry received a unit that has autonomy to ensure regular expenditures, Nam Thang Long Hospital. The number of units that cover their own regular expenditures in the industry is 37, including specialized and general hospitals. The number of units that cover part of their regular expenses is 38, including medical centers of districts, towns, specialized centers and 2 specialized hospitals.

The number of units covered by the State budget for regular expenditure is 3 units (Hospital 09, My Duc Psychiatric Hospital, Mai Huong Day Psychiatric Hospital).

The granting of autonomy has helped units proactively use resources and promote all their capabilities to provide high-quality public services. At the same time, it helps set up funds for development of public service activities to reinvest in development, thereby gradually reducing the burden on the state budget.

The Department of Health’s report also points out some difficulties in the implementation process in the period 2018-2023. For example, high work pressure and low income have led to many doctors, nurses, and hospital medical staff quitting their jobs at public units and moving to non-public units.

In addition, medical examination and treatment at the grassroots health level has not attracted patients because the facilities have not met the increasing needs of the people. Human resources at the grassroots health level are still thin, at health stations there is only 1 doctor; Many places do not have doctors, so reinforcements from higher levels also make it difficult to perform professional tasks.

At the meeting, Deputy Chairman of the Culture and Education Committee Phan Viet Luong asked the Hanoi Department of Health to complete a report after the meeting, focusing on carefully assessing the causes of difficulties and problems. and recommend and propose issues of specific nature to the City.

This is the basis for the Supervision Team to evaluate and make recommendations to the National Assembly Standing Committee, relevant ministries and branches to have the right policies and directions to help the Hanoi health sector remove difficulties and create favorable conditions for the health sector.
