“Administrative reform, improving service quality and satisfaction of people and businesses is only a starting point, not an ending point.” This is the secret for Quang Ninh province to top the PCI, PAR Index, SIPAS, and PAPI indexes for many years.

The Resolution of the 15th Congress of the Provincial Party Committee continues to identify administrative reform as one of the three strategic breakthroughs of the province. Quang Ninh is the first province in the country to include these indicators in the Provincial Party Congress documents.

Annual administrative procedures are reviewed, simplified, posted, and fully and promptly disclosed. Up to now, administrative procedures have cut resolution time by 40-60% compared to regulations. Through the province’s electronic one-stop system and specialized software: The rate of documents processed correctly and before the deadline reached 99.8%; Documents apologizing to the people and documents requesting additional records and written explanations are fully and publicly implemented on the system; over 85.3% of documents are processed through online public services; 100% of administrative fees and charges paid non-cash at all 3 levels; The rate of dossiers returned and resolved through public postal services reached over 50%; The average time for receiving people to perform administrative procedures is 13.3 minutes/transaction.

Inspection and supervision work is carried out strictly and closely in direct and online forms through the real-time automatic monitoring software system, contributing to quality management in resolving administrative procedures. The satisfaction rating through the survey system always reaches over 99.9%…

Not stopping there, the province promotes digital transformation in resolving administrative procedures. Currently, Quang Ninh provides 69.9% of full online public services and 30.2% of partial online public services on the Provincial Public Service Portal, integrating 78% with the National Public Service Portal; 100% of qualified administrative procedures are carried out according to the process of “5 steps on site” and “5 steps in the electronic environment”, associated with the use of personal digital signatures and second digital certificates in resolving administrative procedures; 100% of dossier components and administrative procedure resolution results are eligible to be digitized and stored in the people’s data warehouse on the province’s Public Service Portal; The reuse rate of digital documents calculated on the National Public Service Portal averages 88.6%.

Many innovative solutions for digital transformation in handling administrative procedures have been implemented, such as: Listing administrative procedures using QR codes; use electronic receipts; timer widget; message notifying application status; Register for additional digital certificates and digital signatures for officials; Coordinated with network operators to provide over 19,000 public digital signatures for free to people. Resolving administrative procedures associated with digital transformation has created innovation, breakthroughs, optimized processes, reduced costs, and shortened time to resolve administrative procedures. Thereby, it is highly appreciated by people and businesses.

Determining that people are the key factor that determines the success of administrative reform work, Quang Ninh sets the goal of building and improving the quality of its cadres and civil servants as top priority. In 3 years (2021-2023), there will be over 16,100 civil servants sent to participate in training and refresher classes, with a total cost of 31 billion VND.

Organizational reform of the state administrative apparatus, institutional reform, civil service reform, and public finance reform have been implemented synchronously and substantively by the province. Up to now, Quang Ninh is the only locality in the country to maintain the PCI champion position for 6 consecutive years; Leading the SIPAS index for 5 consecutive years; 5 years leading the PAR Index. In particular, 2020 and 2022 simultaneously lead all 4 PAR indexes.

With the motto “Administrative reform only has a starting point, no ending point”, the province always pays attention to directing and drastically implementing administrative reform contents. After each period, the central government announces the results of the assessment of PAR indexes, the province organizes a conference to analyze and evaluate each component index, and propose solutions to improve quality and efficiency for the following years. That is the way for Quang Ninh to spread the “fire” of reform from the provincial level to departments, branches, branches and localities in recent times.
