(QBDT) – Although facing many difficulties in infrastructure and human resources, Tuyen Hoa district has made many efforts in implementing digital transformation (CĐS). That effort has brought satisfaction to people when implementing online public services (DVCTT), helping the district become one of the leading units in digital community.

Deploying the work of CDT, the People’s Committee and the Steering Committee (Steering Committee) of CDT of Tuyen Hoa district have focused on leading and directing units and localities to effectively implement CDT content in many fields. Outstanding results are the results of building digital government, digital awareness, digital institutions, digital human resources, administrative reform…

To achieve that result, the District Community Council has directed departments, branches, branches and localities to actively propagate to raise awareness and create consensus in society and the political system on the application of information technology ( IT), CDS and participating in the 4.0 industrial revolution.

To date, 19/19 communes and towns have issued real estate plans for the period from 2023-2025, with an orientation to 2030; Establish a Steering Committee and consolidate community digital technology groups at commune and village levels. Currently, the entire district has established 130 community digital technology groups in 130 villages with 214 members.

Chairman of Tuyen Hoa District People’s Committee Le Nam Giang said: “The District People’s Committee has created conditions for officials, leaders, and civil servants at district and commune levels to participate in training classes to equip comprehensive CD knowledge and skills; fostering skills in using shared software; Training on procedures and operations for receiving documents, handling administrative procedures, public services on public service portals and electronic “one-stop” information systems. The District People’s Committee arranged 1 civil servant of the Department of Culture and Information to work concurrently, 1 official of the Office of the District People’s Council and People’s Committee specialized in IT and CDS; Commune-level People’s Committees assign tasks to civil servants of the Office of Statistics or civil servants of Culture and Society to concurrently advise on IT and CDS applications.

The work of building digital government receives attention. Every year, the District People’s Committee coordinates with the Department of Information and Communications to deploy, complete, exploit and effectively use the province’s shared information system; Use document management and administration system software, especially sending and receiving electronic documents and digital signatures from leaders. Up to now, 12 specialized departments, 9 units, 19 communes and towns have seriously implemented the sending and receiving of electronic documents, not sending paper documents, except for confidential documents.

In addition, the information service system, the electronic “one-stop shop” from district to commune has been effectively connected, so administrative procedures records of organizations and individuals are basically received, resolved and results are returned promptly and shortened. time compared to the specified deadline. Indicators of public service, online payment, digitization of records, and administrative procedure results of the district are all high.

In the area, there have been many effective models of implementing public services, such as: “No writing Friday” of Tien Hoa commune, “Online Wednesday” and “No appointment day” of Duc Hoa commune, digital models image of commune space using VR360 technology of Chau Hoa commune. The system of district and commune-level electricity information sites operates effectively, contributing to providing complete and accurate information to people, organizations and businesses.

Chairman of Tien Hoa Commune People’s Committee Hoang Trong Tai shared: “The “No Writing Friday” model will be implemented from 2022. Accordingly, every Friday, part-time commune officials are mobilized to help people. Old people, people with low education levels, people who have not had enough access to IT, CDS… when coming to carry out administrative procedures at the “one-stop” department of the Commune People’s Committee in three areas, including: Cadastre, civil status , policy. Through the model, the workload and work pressure for commune civil servants has been reduced, and people’s files are processed faster and more effectively than before.”

Mr. Nguyen Thanh Chung, a resident of Tien Hoa commune, confided: “In the past, every time I did administrative procedures, I often went to the headquarters of the Commune People’s Committee and wrote the documents myself, so mistakes often happened, writing over and over again. again many times. But now I often choose Friday to resolve administrative procedures to ask commune officials to write and give instructions, so my requests are processed quickly. Not only in the commune, but also in the district or other agencies, my administrative procedures are all resolved quickly and neatly, so I am very satisfied.”

Now, in Tuyen Hoa district, organizations and businesses are initially aware of the role of IT and CD applications to innovate business models and increase labor productivity. People are gradually getting used to accessing digital skills to use digital services. Currently, the district police issue citizen identification cards with chips to 100% of eligible citizens; Activated 10,499 electronic identity accounts. The entire district has 22/22 health insurance medical examination and treatment facilities implementing the use of chip-embedded citizen identification cards with a total number of searches of over 31,000 people. The management of social protection beneficiaries in the area has been fully updated and paid through software. Updated data on the basic national database system is “clean” and synchronized…

“With efforts in implementing CDF, in 2023, Tuyen Hoa District People’s Committee will be one of five units awarded a certificate of merit by the Chairman of the Provincial People’s Committee for outstanding achievements in implementing CDT. In the coming time, the District People’s Committee will continue to promote propaganda work to raise awareness of officials, civil servants and people about the importance of community colleges; Upgrade IT infrastructure at district and commune level agencies to ensure effective work and application of shared software of the province.
