Progress of the 500kV 3-circuit line, Thanh Hoa – Pho Noi section on April 27

The 500kV Nam Dinh I – Thanh Hoa Thermal Power Line project is about 74.4 km long, with 180 column foundation positions. The project goes through the provinces of Nam Dinh, Ninh Binh, Thanh Hoa. As of 7:00 p.m. on April 26, 2024, the project has completed 163/180 foundation positions and is organizing simultaneous construction of the remaining foundation positions. Installation of 81 column positions has been completed, and 39 positions are being erected.

Nam Dinh I – Pho Noi 500kV power plant line project is about 127km long, with 334 column foundation positions. As of 6:00 p.m. on April 26, 2024, the project has completed 236/334 foundation positions and is organizing simultaneous construction of the remaining foundation positions. Installation of 64 column positions has been completed, 23 positions are being erected.

According to the Prime Minister’s direction, the foundation positions of the entire 500kv circuit 3 line from Quang Trach to Pho Noi must be completed in April 2024 to organize column erection, wire pulling and complete the project in 2024. June 2024.

The reason the construction of the two projects mentioned above is facing difficulties is because the line passes through an area with many ponds, lagoons, fields… with weak geological foundation, a large number of pile foundations, and requires complex techniques. complicated, affecting progress. In addition, some contractors have weak capacity such as Viet A and Song Da 11, affecting the construction of pile foundations.

In addition, pole erection and wire pulling are also being affected because many bidding packages providing materials and equipment for projects are also behind schedule or at risk of being behind schedule compared to the contract, affecting the general progress.

Specifically, for the 500kV Nam Dinh I – Thanh Hoa transmission line project, 02 insulation packages imported from Russia were behind schedule compared to the contract. The reason for the delay is due to transportation by rail within Russia and then by ship to return to Vietnam. As of April 23, we are still waiting for the railway freight train to depart.

For the 500 kV Transmission Line Project of Nam Dinh I – Pho Noi Thermal Power Plant, suppliers will deliver goods in 3 batches, of which the last batch will be delivered on June 6, 2024, to the Transmission Corporation. National Power (EVNNPT) has worked with the contractor, requesting to speed up production with 3 shifts of 4 crews, 24/7 to shorten delivery time as soon as possible with the final delivery expected from April 1, 2020. May 15-30, 2024.

In addition, site clearance for the route corridor is also facing difficulties. According to the investor’s report, up to now, there are still some localities that have not completed the approval of compensation plans and support for safety corridors for areas near houses and architectural objects. Specifically, Thanh Hoa province has 3 districts: Hau Loc, Ha Trung, Nhu Thanh; Nam Dinh province still has 4 districts: Hai Hau, Nghia Hung, Truc Ninh and Nam Truc (2 districts Hai Hau and Nam Truc are preparing compensation plans (PABT); 2 districts Nghia Hung and Truc Ninh have completed PABT, but both 4/4 districts have not approved PABT); Thai Binh province has 3 districts: Vu Thu, Hung Ha and Quynh Phu; Hai Duong province has 3 districts: Gia Loc, Thanh Mien and Binh Giang; Hung Yen province has 2 districts/towns: My Hao and Van Lam.

On April 26, EVN/EVNNPT leaders organized an inspection and urged construction at the two above-mentioned projects and required contractors to continue to maintain force, for some construction locations on the mountain. Need to further increase resources to speed up construction progress. Contractors continue to add more machinery, mobilize more human resources, construct in 3 shifts, 4 crews, 24/7, work overtime, work through holidays, and promptly make up for the slow work.
