The People’s Committee of Vinh Phuc province is directing the functional branches, the People’s Committee of Phuc Yen city, and relevant agencies and units in the province to urgently deploy solutions to overcome the problem of cracked river dykes. Ca Lo, located in Phuc Yen city, has had many long cracks on the dike surface recently.

The People’s Committee of Vinh Phuc province assigned Phuc Yen city to be responsible for maintaining widespread warning and notification of the incident situation to all people living in the affected area; Prepare materials, human resources, and means to proactively handle unfavorable situations.

At the same time, research temporary reinforcement measures at cracked locations on the dike surface to limit the spread of cracks; set up checkpoints, organize traffic flow, and implement measures to ensure traffic safety for people and vehicles participating in traffic on the dike; Coordinate with relevant units to regularly closely monitor incident developments.

In case of detecting a potential safety risk, immediately report to the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of Vinh Phuc province.

According to Mr. Phan Tien Dung, Chairman of the People’s Committee of Phuc Yen city, upon receiving the directive documents from the People’s Committee of Vinh Phuc province, the city held a meeting to fix the problems of cracking the river dyke surface. Ca Lo and requested functional departments to promote coordination in inspection and review, take steps to quickly fix problems, in accordance with regulations, ensuring absolute safety for dyke works.

The People’s Committee of Phuc Yen city requested the two communes and wards Cao Minh and Nam Viem to establish a working group on dike duty, place emergency signs, prepare plans with the motto 4 on the spot, and be ready to coordinate with other units when bad situations occur; At the same time, strengthen inspection, control, and limit the load of vehicles circulating on the dike until the incident is resolved.

Currently, the Department of Agriculture and Rural Development of the province regularly updates and summarizes the situation of damage caused by natural disasters in Phuc Yen city, advising the People’s Committee of Vinh Phuc province to direct timely recovery.

Ca Lo dyke is a level 5 inland river dyke with a total length of 23km, including 9km left Ca Lo line and 14km right Ca Lo line. The Ca Lo dike route has an elevation and cross-section that meet the standards of level 5 dike; The dike surface has been hardened with concrete with a surface of 4-5m wide.

Previously, the system of anti-landslide revetments and culverts under the dyke were guaranteed to resist design floods, and key locations were invested in building standard dyke watch points.

On the Ca Lo left dike route, termites have been treated, grouting drilled, and road surface concrete has been poured to ensure dike safety for flood prevention and traffic in the area.

According to a report of the People’s Committee of Vinh Phuc province, in the first months of 2024, in Phuc Yen city, there were local heavy rains combined with Ca Lo river’s water level being always low, leading to surface cracking. The dyke is growing strongly, with cracks up to 5cm in some places and is tending to grow in width, length and depth.

The main cause of cracking and subsidence of the dyke surface is that the dyke was built a long time ago. People living along the dyke reinforced the dyke. The soil materials used to build the dyke did not meet standards, so there are still many hidden disasters in the dyke body.

In fact, according to survey data of the geological consulting unit, the dyke body has a dust content of about 35.2% and clay particles of 31.8%, easily swelling in the presence of water, shrinking in the dry season and shrinking in the dry season. tends to crack along the dike.

On the Ca Lo dyke route managed by the People’s Committee of Phuc Yen city, there are a number of locations with landslides, subsidence, ground sinking, and cracked dyke surfaces, potentially causing dyke safety risks.

Specifically, Section 1 from K2 +165 to K2+285 is about 120m long, crack width is about 2-5cm, crack depth is about 10-20cm. Section 2 from K2+305 to K2+395 is about 90m long, crack width is about 1-3cm, crack depth is about 10-20cm. Section 3 from K2+410 to K2+590 is about 180m long, the crack width is about 1-4cm, the crack depth is about 10-25cm, in some places it is 35cm deep. Section 4 from K2+720 to K3+050 is about 330m long, the crack width is about 3-6cm, the crack depth is about 30-50cm, in some places it is up to 60cm deep; Cracks tend to grow in width, depth and length.

In the event of a dyke breach, the scope of impact is large; Of which, the protection area of ​​the dyke is about 25 km2 and nearly 40,000 people are living in communes and wards including: Cao Minh; Nam Viem; Xuan Hoa; Dong Xuan (Phuc Yen city, Vinh Phuc province) and Minh Phu; Tan Dan; Hien Ninh; Youth; Optical progress; Phu Cuong (Soc Son district, Hanoi city).

Besides, it is likely to affect other important infrastructure works in the surrounding area. According to people’s feedback, many sections of Ca Lo river passing through Phuc Yen city and Binh Xuyen district (Vinh Phuc) are gradually decreasing. deformed, water sources are heavily polluted.
