On the morning of May 26, right after the Government submitted a new draft resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (temporarily called the new resolution), the Chairman of the Finance – Budget Committee of the National Assembly Le Quang Manh presented to examine this draft resolution.
Approving the need to issue a new resolution, Mr. Manh said that having an outstanding policy to create a breakthrough in accordance with the spirit of Resolution 31 of the Politburo is necessary and has special significance not only for with Ho Chi Minh City but also the Southern key economic region and the whole country.
According to Mr. Manh, the summary of Resolution No. 54 of 2014 shows that many positive results have been brought about through the implementation of specific policies. However, the current policies are basically similar to those of localities with specific mechanisms.
The scope, scale and nature of the policies are still in moderation and have not yet created breakthrough weight. Meanwhile, Ho Chi Minh City is a particularly important city, with its leading position, the largest economic, commercial and financial center in the country, having the largest number of employees nationwide, and regulating income. highest central budget, currently contributing about 27%.

Presenting the previous report, Minister of Planning and Investment Nguyen Chi Dung also said that the development of a new resolution aims to create a legal basis to promote potentials and advantages, create breakthroughs, and solve bottlenecks. on the socio-economic development of Ho Chi Minh City.

According to Mr. Dung, the draft resolution has 7 groups of mechanisms and policies in the fields of investment management, budget finance, urban management and environmental resources, attracting strategic investors, organizations and individuals. In terms of novelty and inheritance, the draft resolution includes 4 groups of mechanisms and policies, including: mechanisms and policies inherited from Resolution No. 54; mechanisms and policies are specified in specific resolutions of other localities; mechanisms and policies specified in draft laws being submitted to the National Assembly for comments and new, breakthrough and pervasive mechanisms and policies.
Is the resolution enough to remove difficulties and obstacles?
The Finance and Budget Committee proposed the Government to report more clearly the policies in the resolution, which are enough to remove difficulties and obstacles in terms of institutions, policies and laws, which are hindering the development process of the city. Not yet.
In terms of the number of policies, it is relatively wide, so this committee recommends being selective, focused, focused, avoiding spreading to ensure that the policy can really come to life.
At the same time, it is recommended to note that only policies that are clear on practical grounds, clear in content, should be included in the resolution, do not specify unclear issues, and avoid problems in implementation.
On the other hand, the Government needs to pay more attention to really breakthrough policies, creating a new step in mobilizing synergy, effectively exploiting potentials, advantages, strategic location, promoting rapid development. and sustainable in accordance with the direction of the Politburo.
According to the Finance and Budget Committee, in the draft, there are a number of policies that are considered as breakthroughs such as the proposal to pilot the model of urban development oriented to traffic development (TOD). This mechanism will create social resources for development, reduce budget expenditure, but only on a narrow scale.
Therefore, it is proposed to research to have a really breakthrough step, to properly show the guiding spirit of the Politburo, to avoid many policies in number but limited in weight and creativity.
Some regulations are still stereotyped like other localities (conversion of rice land, planning, attracting strategic investors, etc.). Meanwhile, it is possible to study on the basis of these policies to apply them in a more breakthrough and powerful direction commensurate with the size and position of the city.
In order to ensure the right pilot target, the Government’s report needs to clarify the value of replicating the model after the prescribed pilot period, according to which other provinces such as Hanoi, Da Nang, Hai Phong… can study.
