The past 4 years have given us some valuable experience to determine effective ways to do things.

Firstly, there is still the issue of where the money is and how to spend it. This May, the Ministry of Finance will have to complete a Decree on money sources from the regular budget and the Ministry of Information and Communications must complete a Decree on how to spend money in a way that is both feasible and accident-free.

Second, pilot until successful, then copy it nationwide. Community transfer must be done 100% to be effective, but there cannot be enough resources, especially human resources, to pilot the whole country. Therefore, focus on piloting 1-2 provinces, 1-2 ministries, doing it to the end, making it successful, making it convenient and easy to use, making it effective, making it on a digital platform. , and from there quickly spread it across the country. The ability to spread and raise awareness of this formula is huge. For example, Vietnam Community is Digital Government + Digital Economy + Digital Society. For example, Vietnamese architects are IT and communications industry + Architects of all industries + Digital management + Digital data. For example, the Communist Party of all people is “Go every alley, Knock every house, Check every subject”. For example, for Communist Party of ministries and localities, each ministry and locality must have a breakthrough project like project 06 of the Ministry of Public Security.

Communism is a strategic choice, a path to bring Vietnam to strength and prosperity. After nearly 4 years, we have seen the path, seen the approach to Vietnam, acted strongly, and had initial results.
