Regarding this issue, Mr. Nguyen Binh (Hoan Kiem, Hanoi) expressed his support for imposing fines on violators of motorbikes to ensure traffic safety and gradually change behavior and awareness of compliance. Driver’s law.

“In fact, on the road, many motorbike drivers do not comply with the road, lane or go through red lights, causing traffic insecurity. If fines are applied coldly, jaywalkers will be more aware,” Mr. Nguyen Binh said.

Ms. Thu Trang (Thach That, Hanoi) shared that motorbikes running red lights happen on many roads, especially when the authorities are absent.

“If fines are cold, motorbike drivers will not dare to run red lights anymore. This measure needs to be widely applied,” Ms. Thu Trang commented.

Besides the opinions supporting cold penalties for motorbikes, many people expressed concerns about applying this measure.

Mr. Nguyen Duc (Bac Ninh) said that currently, motorbikes do not have to be periodically registered, so many buyers and sellers do not change ownership. So when applying cold fines, can we find the violating vehicle driver?

“If we keep sending cold penalty notices but the person using the vehicle does not receive it, it will not ensure the payment of the fine, resulting in the penalty not being enough of a deterrent,” Mr. Duc wondered.

Mr. Tien Huy (Hai Phong) is concerned that fines for motorbikes will be difficult to be effective for behaviors such as riding on the sidewalk, going in the opposite direction, running red lights…

“Unlike cars, motorbikes only have license plates on the back of the vehicle. Will the fine camera system record all violations?”, Mr. Tien Huy raised the issue.

In fact, cold fines for motorbikes have been applied by some localities, and there are cases of repeated violations being fined.

Specifically, at the end of March, after extracting surveillance cameras, Hiep Hoa District Police (Bac Giang) discovered and handled many motorbike and motorbike drivers violating traffic laws.

In just 1 month (from February 1 to February 29), Ms. NTT (41 years old, residing in Thang town, Hiep Hoa district) violated the law 26 times. In particular, Ms. T. ran red lights 16 times and did not wear a helmet 10 times. For the above violations, this woman was fined 15.4 million VND.

The TVT driver also had to receive 24 fines for running red lights 5 times and not wearing a helmet 19 times. The total fine for Mr. T.’s violations is 14 million VND.

Also according to Hiep Hoa District Police, in February, the surveillance camera system in the district recorded 100 cases of motorbike drivers violating traffic with a frequency of 12 times or more. Common mistakes include not obeying traffic lights and not wearing a helmet.
