However, according to current statistics, there are about 70 million motorbikes in circulation in the country, so fines need to have a very clear and specific plan and implementation roadmap.

It is necessary to review the current monitoring capacity, technical infrastructure, and surveillance camera equipment. Because fines are based on surveillance camera images, this is a very important factor that must be guaranteed. At the same time, there should be screening and identification of cold penalties, not all errors should be cold penalties.

In addition, many people expressed concern that there are still many vehicles without owners, so there needs to be a policy to continue to support, including taxes and fees, for people to transfer their names and change owners.

Along with that, currently, the management of license plates based on identification and the purchase, sale and transfer of license plates are prohibited, vehicles purchased with documents of unknown origin cannot be registered… so the penalty will be cold. nothing difficult.
